SOLICITATION: W911YP18R0010 AGENCY/OFFICE: Utah National Guard/USPFO PERIOD OF PERFORMANCE: 22 July 2018 to 28 July 2018 SUBJECT: Master Breacher course for 8 personnel RESPONSE DUE DATE: 12:00 PM MST 27 July 2018 CONTRACTING POC: William (Billy) T. Brown III Email: William.t.brown68.civ@mail.mil Phone: 8014324273 DESCRIPTION : The Utah National Guard has a requirement that will be filled under combined synopsis/solicitation W911YP18R0010 and is being issued for Request for Quotations (RFQ). This procurement is being solicited under NAICS code 611699, All Other Miscellaneous Schools and Instruction, which has a size standard of $11,000,000.00. This award should be able to be filled by a single vendor. The government is soliciting a requirement for a Breacher Course for 8 personnel/instructors for 8 days. Statement of Work includes: STATEMENT OF WORK MASTER BREACHER COURSE July 2018: Introduction/Background The Military Master Breacher Course must be a challenging program that incorporates advanced methods of explosive, ballistic, thermal and mechanical entry techniques; building on students prior knowledge as 18C’s and SFAUC cadre. This course must be classroom and real world scenario based using the most current up to date TTP’s and SOP’s instructed by qualified instructors having no less than 10 years of Military Special Operations experience. Must have conducted Breaching course for SOCOM units within the last 18 months. Furthermore, instructors must have at least 5 years of Special Operations training experience. This course must certify students as Master Breachers enabling the students to return to their units as the subject matter experts for 19 th SFG. Scope of Work Training compound and environment must provide easy access to all training areas. All demolitions and breaching equipment MUST be provided by the contracting agency. The course must include the following in the POI. 1. Mechanical, Thermal, Ballistic, explosive breaching intro a) Must provide the OSEN HUNTER S.E.T.S. FTX The Program of Instruction (POI) must be 7 days long beginning on July 22-28, 8-10 hrs per day with both day and night time training. About 65 hours of training in total. There is no flexibility in this timeline. Period of Performance Course must run 7 days starting 22 July 2018 through 28 July 2018. Work Requirements Contractors must provide all ranges, class rooms, bathrooms and any maintenance required for the ranges during the course explosives. Additionally all Range Safety Officers and OIC’s for their ranges and class rooms required by the POI. They will provide all bathroom toiletries (i.e. toilet paper, paper towels, and garbage sacks). Facilities must be available during hours of darkness. Schedule/Milestones Ranges and classrooms must be available starting at 0800 on 22 July 2018. Acceptance of POI and approval must be approved NLT 25 June 2018 IOT to adequately prepare 19 th SFG soldiers administratively for the course. Acceptance Criteria The 19th SFG will accept all deliverables through rental and use of the facility. A signed contract between the parties with a clearly defined SOW shall serve as the guarantee between parties. Expendable materials must be provided by contracting agency and all deliverables must be on hand at the training site. Contract with the facility and subsequent use indicates delivery and acceptance of the product. The 19th SFG(A) is the authorized agent to accept the work. The 19 th SFG(A) nominates SFC Brian Sudler of the Advanced Skills Company to serve as COR. Other Requirements None at this time. Questions & Answers: 1) Will the unit be providing demo? ****No. Per the updated SOW, the vendor must provide all explosives required to support the training.***** 2) Will the unit be capable of pulling Xray DODIC explosives? *****No. Per the updated SOW, the vendor must provide all explosives required to support the training.***** 3) How many doors and what type of doors, windows, etc. would you like to blow up? *****The 7-Day POI for 8 Students would require a minimum of 100 Doors and 30 Windows. Doors must be equivalent to BTI Ram Door metal breaching doors, and/or solid core wood doors. No preference on type of window.***** 4) What type of walls are you wanting to work with? *****Sheetrock/wood or steel frame construction, Brick/Block and mortar (no need to grout the block)***** 5) What type of roofs are you wanting to work with? *****Wood/metal frame construction.***** 6) Do you want Adobe (overseas structures for the training)? *****No.***** 7) Would you accept training on 6th or 7th of August due to materials having to cure if you choose concrete walls/adobe walls/concrete roofs? Depending on the type of wall and roof that you are wanting will determine the start date of a course. Reenforced concrete walls with thickness ranging from 6”-24” normally take 21-30 days to cure and become solid. If the curing process is rushed it will diminish the training as well as the data shot analysis for these structures.*****No flexibility in the training schedule. IF YOU CANNOT MEET THE TRAINING DATES OF JULY 22-28 THEN YOUR PROPOSAL WILL NOT BE CONSIDERED AND WILL FIND YOUR PROPOSAL NON-ACCEPTABLE. ***** 8) Would a start date of Jul 30 or 31 be acceptable? *****No flexibility in the training schedule. For your proposal to meet technical acceptability, you MUST demonstrate you can meet the training schedule of July 22-28.***** 9) Do you require concrete walls to breach? If so, what type of thickness do you require? *****The unit requires concrete walls to breach with a minimum thickness of 12”. The unit is not concerned with fully cured concrete walls IF they cannot be ready in time end of July. Being that the proposal is due 27 Jun, can POI accompany the proposal? *****YES****** 14) Are meals and lodging to be provided by the contractor? *****No.***** CONTRACT TYPE/EVALUATION CRITERIA: The contract type for this procurement will be firm-fixed price and award evaluation criteria will be based on Best Value Tradeoffs. A Best Value quote is one that meets all the technical aspects of this requirement while providing the best value to the government, IAW FAR 15.101-1. Tradeoff factors that will be considered include: technical, price, and past performance, in that order of importance. Technical will be rated significantly more important than price. Price will be rated less important than past performance. For quotes to be considered technically acceptable, vendors must be able to demonstrate they can meet or exceed the technical requirements in the Statement of Work (SOW).
