THIS IS A SOURCES SOUGHT NOTICE ONLY, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND NO COBTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. THERE IS NO SOLICITATION, SPECIFICATION OR DRAWINGS AVAILABLE AT THIS TIME. The intent of this notice is to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Economically Disadvantaged Women-Owned Small Businesses, and/or Service-Disabled Veteran-Owned Small Businesses. This Sources Sought Synopsis is one facet in the Governments overall market research regarding whether the proposed solicitation will be issued as a competitive set-aside or as full and open (unrestricted). This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The National Institute of Standards and Technology is seeking business sources for a service requirement entitled: "PCB Transformer and Oil Disposal". The location is at Gaithersburg, Maryland (20899). This is scheduled to be issued as an IDIQ contract with pre-priced line items. Contractor would be responsible for transformer removal with oil in the transformer. Transformers would be in a loading area for the contractor to lift onto the Contractor transportation vehicle. Contractor will be permitted to pump the oil out of the transformers prior to shipment if desired. NIST requirements is for disposing of network transformers that are over 13.8KV, 500KVA with PCB fluid (less than 50 PPM) - less than 350 gallons each. Each task order would be for three transformers at a time to be disposed of. The transformers were retro filled with an oil product in the 1990s. A cleaning agent was used within the transformer during the retro filling process. Each task order, NIST would provide an oil sample test result. All transformers and oil shall be incinerated at incineration facilities which are fully-permitted for RCRA per EPA. The purpose of this sources sought is to determine interest and capability of potential sources including large businesses, qualified 8(a) small businesses, Historically Underutilized Business Zone (HUBZONE) small businesses, Service Disabled Veteran Owned Small Businesses (SDVOSBs) and other small businesses relative to the North American Industry Classification code (NAICS) 562211. The Small Business size standard for this NAICS code is $38.5 million average annual revenue. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1) Your intent to submit a proposal for this project when it is formally advertised (2) Name of firm with address, phone and point of contact. (3) CAGE Code, DUNS number or a copy of your registration in the System for Award Management Registration (SAM) (4) The category of business, such as large, small, 8(a), HUBZONE, or SDVOSB (5) Indicate if your company is EPA approved for incineration of Approved Polychlorinated Biphenyl (PCB). If the responder is not approved, however will have a third party incinerate the PCB - list the third-party name and location of the incinerator. (6) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence for which your firm was the prime contractor over the past 48 months. The SOC should be no more than three pages in length. (A) list the number of PCB oil transformers disposed of - if more than 30 state that is more than 30. (B) list the number of PCB oil transformers incinerated and the location of the incineration. - If more than 30 state that is more than 30. Firms responding to this sources sought synopsis, who fail to provide ALL the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. NOTE: IF YOU DO NOT INTEND TO SUBMIT A QUOTE FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. The total number of pages to reply to this source sought shall not exceed 10 pages single-sided. No phone calls will be accepted for this notice. SUBMISSION DUE DATE/TIME: Responses to this SOURCES SOUGHT / MARKET RESEARCH should be received as soon as possible but not later than 5:00 pm (Eastern Time) on Friday, July 6, 2018.
