- This is not a solicitation announcement. This is a source sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to NACIS 811310 (size standard of $7.5). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Louis Stokes Cleveland VA Medical Center is seeking sources that can provide Kitchen Equipment Repair and Maintenance. This will be a multi-year contract with the POP beginning on 7-15-2018 which includes one base year and four option years. Please note: Vendor must specifically furnish all labor, transportation, equipment, testing equipment, control equipment, supervision, and expertise necessary to maintain and provide monthly preventive maintenance on the Dietetics and Canteen kitchen equipment as listed in the inventory. Service shall be performed monthly, not to exceed 45 days between service. The vendor must have the following qualifications: A. The contractor shall have been actively engaged in and have satisfactorily performed the maintenance required of a modern Kitchen for a period of at least five (5) years, immediately prior to the bid date. The contractor shall submit, with the bid, documentation of five (5) years of experience. The documentation shall include a list of five (5) institutional/industrial clients with customer's name, address, contact's name and contact phone number. The contractor shall provide a primary technical representative to be at the facility on a quarterly basis to handle all preventive maintenance and inspections set forth in the contracted services. The representatives used on this contract shall be thoroughly familiar with the various types of equipment currently installed in the Kitchen Facility and the procedures for their maintenance with safety procedures for all the equipment and persons around them. The representatives servicing this contract shall have at least five (5) years experience servicing institutional/industrial facilities of equal complexity. The contractor's technical representatives shall be available for calls on specific problems should they occur, 24 hours a day and under emergency conditions shall be able to visit the facility within one (1) hours of notification. Normal working hours are from 7AM through 3:30 P.M unless otherwise scheduled by the COR or his designee. The contractor has a two-hour window to respond to all service calls and a one-hour window for emergency service calls. The contractor will provide 24/7 service to Dietetics and the Canteen. The contractor must submit complete and updated Material Safety Data Sheets that meet OSHA hazardous communication standard. The contractor must operate a 24-hour, 7-day per week emergency response group who can be called for emergency information regarding damage and/or accidents involving the equipment under the contract. The contractor shall submit the emergency phone number and a sample of documentation that outlines instructions for reporting accidents with this bid. Responses should also include company name, address, point of contact, size of business pursuant to the following questions: (1) Is this product or service available under a federal supply schedule (GSA)? If yes, please provide the contract number. (2) Do you directly provide these services? If teaming please provide a copy of your teaming agreement. If subcontracting please include the name of the subcontractor. (3) Is your business large or small? (4) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (5) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act. (6) Is your firm a certified hub zone firm? (7) Is your firm a woman-owned or operated business? (8) Is your firm a certified Service-Disabled Veteran Owned Small or veteran owned small business? (9) Is your firm registered on the System Award Management (SAM) website? Responses to this notice shall be emailed to Morgan Selig Morgan.Selig@va.gov.Telephone responses will not be accepted. Responses must be received in writing no later than 3:00 PM on June 25th, 2018. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
