- AMENDMENT 3 140P2018R0089 - MIDWEST REGION A/E IDIQ All questions regarding this solicitation are due by 4 p.m. Mountain Time on Wednesday, June 13, 2018. QUESTION: We are preparing a response to the referenced solicitation. I am hoping that you can provide some clarification for the following submission requirements. 2. A completed SF330 for each firm, and 3. A team Standard Form 330 Number 2 indicates that a completed SF330 is required for each firm. Does this mean for each sub-consultant? Please advise. ANSWER: Yes, for each sub-consultant. QUESTION: Can you provide the total page count for the submission please? Is the entire submission to be 20 pages double-sided? Or is that Section H? ANSWER: The 20 pages double-sided refers to Additional Supporting Material which is in addition to Items 1 through 4. Under Submission Contents. QUESTION: In reference to required disciplines, would you please clarify the role of Construction Engineering. How does it differ from Civil Engineering? In reference to additional disciplines, would you please clarify the role of Construction Safety? We are accustomed to seeing this role provided by a contractor as part of their construction service contracts and so, want to be sure we include the right type of firm on our team to deliver the necessary services. ANSWER: Construction Engineering and Construction Safety would be potential disciplines available to answer constructability related questions during the design phases and provide general construction expertise for planning of more complex projects. These disciplines could also be accessed during construction as part of the CA work to review contractor submittals. QUESTION: Must all members of our team qualify as small businesses? ANSWER: All members of your team do not have to qualify as small businesses. However, the small business prime and its team who are small businesses must perform 50% of the work. QUESTION: Is there a different cutoff for the definition of small business engineers? Are they categorized by NAICS line 541330 and therefore permitted to $15M, while architecture firms are covered by line 541310 and permitted to $7.5M? ANSWER: Yes, the NAICS code size standards are different for engineering firms and architectural firms.
