Performance Work Statement Maps COMBINED SYNOPSIS/SOLICITATION W91ZLK-18-R-0042 Lawn Maintenance This combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97 (24 January 2018). The solicitation number for this Request for Quote (RFQ) is W91ZLK-18-R-0042. This requirement is a 100% small business set-aside. The associated North American Industry Classification System (NAICS) Code is 561730, Lawn and Gardening Services and the Small Business Size Standard is 7.5 million. The Government contemplates award of a Firm-Fixed Price in accordance with FAR 13.500. This procurement will be evaluated as lowest price technically acceptable for the procurement of the following services/materials. 1._001 (FFP): Weekly Grass Mowing Including: Grass shall be mowed to maintain a height of 2-inches and not to exceed 4-inches in height. Mowers shall be kept sharp at all times and care shall be taken so that mowing machines do not scar tree trunks, damage shrubbery, damage turf, vehicles, etc. Mowers shall position the mowers to blow grass away from buildings, vehicles and mulched areas. Mowing season is April 1 through October 31, depending on weather and length of grass. Sidewalks, mulch beds edges, trees/shrubs and all areas not reachable with a mower shall be string trimmed. Trimming and edging shall be done on a weekly basis with safety shields on equipment to prevent from grass clippings on cars. Sidewalks shall be edged to present a clean edge. The sidewalks shall be left free of debris by means of blowing or sweeping. They shall police for weeds, trash and remove as they are trimming. 2._002 (FFP): Spring/Fall Cleanup Including: Application of herbicides to curb lines, cracks, beds, and stone areas. Removal and disposal of weeds, leaves, and debris in beds/rock areas. Mulching of existing beds and trees; mulch to be furnished by contractor. 3._003 (NTE): Other Direct Costs Including: At the direction of the COR, the Contractor shall perform additional grass mowing, string trimming, edging, weeding and blowing sidewalks clean. Place shrubs, trees, plants, flowers or other landscaping materials around buildings on an as-needed bases or for special events. 4._004: Contractor Manpower Reporting The cost, if any, for providing this data shall be entered into the space provided at this CLIN. If no direct cost is associated with providing the data, enter "No Cost". The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at FAR 52.212-2 - Evaluation -- Commercial Items, does not apply to this acquisition. Evaluation (a)The contract will be awarded to the Lowest Price Technically Acceptable (LPTA) offeror. The technical evaluation will be a determination based on information furnished by the vendor in the submitted quotes. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. (b)Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
