- Clauses Justification The Govenrment inteds to award on a sole source basis, irm fixed price purchase order to Teledyne RESON 5212 Verdugo Way, Camarillo, CA 93012 (cAGE Code 0SA01) to procure a SeaBat F30-S as follows: dentification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1. Naval Surface Warfare Center Panama City Division (NSWC PCD) is developing and seeking new generation sensors for integration with Autonomous Underwater Vehicle (AUV) systems. A next generation sensor of particular importance is a bathymetric capable dual frequency forward looking sonar (FLS) in a form factor compatible with 12.75-inch diameter AUVs. The ideal FLS sensor candidate would generate data in forms suitable for the development of advanced forward-looking sonar algorithms, such as obstacle avoidance, terrain mapping, and with the resolution required for detection and classification of underwater objects. Of the known commercial production FLS candidates at the time of this writing, the Teldyne Reson SeaBat 7130 MKII is the only production FLS unit with the specifications, performance, functionality and form factor needed to meet the aforementioned high-level requirements. This unit operates at two frequency bands that yield range resolutions of 2.5 cm over a horizontal field of view of 120 degrees. At its high frequency band, the unit generates horizontal beams of 0.6 degrees, which in combination with a range resolution of 2.5 cm, results in high resolution images suitable for object classification. At its lower frequency band, the unit generates horizontal beams of 2 degrees on three distinct vertical sub-arrays, allowing estimation (within its vertical field of view) of vertical echo incidence and relative heights, for vertical object localization and 3D imaging. Lastly, the unit is in a form factor compatible with its intended AUV host. The acquisition and/or development of any other sensor will not position the government in the most advantageous position and prices are not expected to be recovered through competition. Therefore, Teledyne Reson is the only known source capable of supplying a FLS production unit with the capabilities, performance, functionality and form factor needed to meet the aforementioned requirements and represents the most advantageous position for the government.
