Description
THIS IS A RFI ONLY. This is Sources Sought (SS)/Request for Information (RFI). Information is to be used for preliminary planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. This announcement does not constitute a Request for Proposal (RFP) and does not commit the Government to solicit or award a contract now or in the future. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Background: Product Manager Air Warrior has purchased the Color Night Display Modules (CNDMs) on contract W58RGZ-10-D-0242 for fielding to US Army helicopter platforms as platforms receive the Advanced Sight and Display Computer obsolescence upgrade. EFW, a division of Elbit Systems of America (ESA), is the Original Equipment Manufacturer (OEM) for CNDMs and ASDCs and has the proprietary rights to the hardware and software. The CNDM replaces the eyepiece in the Night Vision Goggle (NVG). The NVG with the CNDM is mounted to the Aviation pilot's helmet. The pilot is able to view symbology generated by the ASDC for use in flight in a heads up posture. ESA provides an NVG Modification Kit (p/n TB2774A-00) to enable the replacement of the eyepiece, ensure alignment, and check functionality. The U.S. Army must provide the capability for Aviation units to modify NVGs. Purpose: The US Army Product Manager Air Warrior (PM AW) intends to award a new Firm Fixed Price (FFP) Purchase Order for NVG Modification Kits. The NVG modification kit will provide the capability for units to modify their NVGs with the CNDM as Aviation units are fielded the ASDC and CNDM. The period of performance will be from the date of award until all deliveries are complete. Submissions can be through written correspondence and/or electronic mail. Responses should include, at a minimum: • Name and address of the interested company or organization; • Contact information for the primary POC; • A brief description of the potential offeror's company/organization; • A description of the potential offeror's capability to meet the Air Warrior requirement for NVG Modification kits; • A description of the potential offeror's capability for production manufacture; • Description of any particular teaming arrangements the offeror may require in order to meet the Government's requirements.
