Don Schlienz, U.S. Department of State, A/LM/AQM/WWD/RSB (7) Project Description: IT support for a wide assortment of systems, applications, devices, infrastructure, and technologies for Embassy Kabul, sites within the International Zone (Green Zone), nearby sites within the Kabul Metropolitan Area, and the facility at Bagram Airfield. (8) Sources Sought: The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of 8(a) certified firms. 8(a) firms that are currently in a SBA approved mentor and protégé program may respond as joint ventures. This project requires the contractor to provide technical support for: 1) Enterprise class IT solutions such as Microsoft Active Directory, MS Windows Server 2008/2012/2016, MS Exchange Server 2010/2013, SCCM 2012, data management, NetApps, virtualization, consolidation, performance, capacity planning, and backup and recovery (Avamar). Image workstations via image server, build images for the image server, verify security settings, and create scripts for automation; 2) Modify Active Directory settings and policies while ensuring security standards are maintained: 3) Manage and build SQL databases; 4) Install and maintain patches, troubleshoot, test, and document system and network hardware on the local networks: 5) Support customer requirements for movement and troubleshooting cloud-based applications, data, and email; 5) Monitor network performance, troubleshoot core Cisco switches, routers, configure and secure new network devices. Support DoD NIPRNet, SIPRNet, and CENTRIX (DoD systems)(primary), as well as OpenNet and ClassNet (DoS systems)(secondary); 6) Install, configure, maintain, and upgrade workstations, peripherals, video teleconferencing units and phones, both secure and unsecure. Contractor staff must possess expertise/certification in/for DOD 8570, CCNP (routing and switching), CCNA, Security+, MCSE, Cloud, Microsoft products including Server, Exchange, Active Directory, Windows 7/10, and Office, SCCM, NetApps, Avamar, VMware, Citrix, SQL SolarWinds, Fluke Optiview, and Palo Alto firewalls. Staff clearances, depending on task to be performed, require Secret or Top Secret or Top Secret with access to sensitive compartmented information (SCI) and NATO. (8) Sources Sought: The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of 8(a) small businesses, including Small Business Teaming Arrangement two 8(a) small business concerns in a mentor-protégé relationship when both the mentor and the protégé are small or the protégé is small and the concerns have received an exception to affiliation pursuant to 13 CFR 121.103(h)(3)(ii) or (iii), who have the expertise of similar magnitude. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes (FAR 15.201(e)). It does not constitute a Request for Proposals (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to award a contract as a result of this announcement. No solicitation documents exist at this time. (9) Submission: Vendor’s electronic email response to the Sources Sought must be in limited to eight (8) pages, submitted in English, and demonstrate expertise and experience in performing similar work. Emails must include the following information: Vendor’s name; point of contact, e-mail address, Cage Code, DUNS number, 8(a) status and assurance of an active Facilities Clearance of TOP SECRET. Email must cite similar IT contracts/projects, including contract or task order number, for work performed in past 3 years, contract/project client’s contact information for Contracting Officer and Contracting Officer’s Representative (COR), description of each project performed or link to commercial literature web site which describes each project performed. Cite any similar projects performed Overseas. (10) Closing Response Date: All final responses should be submitted to the address below no later than 1400 EDT, June 25 2018.
