Central America Police Reform Initiative (CAPRI) Program Manager Panama City, Panama Issuance Date: 06/14/2018 Closing Date: 06/28/2018 SOLICITATION NUMBER: PSC-18-034-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. CAPRI's core programs support 1) police organizations; 2) police operations; 3) police education; and 4) police technology. All efforts are specifically tailored to the partner nations' capacities, in concert with strategic governing documents such as INL Assistance Plans for Police Reform and the U.S. Strategy for Engagement in Central America, and are integrated into INL country plans wherever CAPRI operates. PURPOSE The purpose of the personal services contract is to provide a CAPRI Program Manager who is responsible for administering and overseeing all CAPRI programs and is responsible for upholding and implementing CAPRI operational and strategic plans to ensure institutional reform of Central American police departments. PERIOD OF PERFORMANCE The period of performance for this contract will be twelve (12) months from the date of award with four optional one-year extensions. REPORTING The CAPRI Program Manager reports to the INL Director at U.S. Embassy Panama. The CAPRI Program Manager will coordinate all management-related requirements through the INL Deputy Director in Panama to ensure compliance with USG regulations. The CAPRI Program Manager will hold bi-weekly calls with INL/Western Hemisphere Programs (WHP) to discuss the status of the CAPRI program. The CAPRI Program Manager will consult and coordinate with INL leadership in the region and in Washington regarding CAPRI regional and bilateral projects. The CAPRI Program Manager must receive approval from INL/WHP and the appropriate INL Director in order to proceed with any new project. DELIVERABLES 1.On a monthly basis the INL CAPRI Program Manager shall provide a status report to the INL Panama Director and INL/WHP which includes: •Updates on regional programs, to include those activities under the IAA with DOJ/ICITAP, as well as on a country-by-country basis; •Updates on staffing in the region, to include those personnel hired under the IAA with DOJ/ICITAP (which Third Party Contractor (TPC) is covering which project and where); •An explanation of the most significant achievements made during the month; and •An explanation of the most significant challenges or obstacles faced by program. 2.The INL CAPRI Program Manager shall provide ad hoc, special reports when required. RELATIONSHIPS The CAPRI Program Manager develops, tasks, and oversees all assignments to CAPRI Team Leads. The CAPRI Program Manager provides leadership and guidance to all CAPRI TPCs. The CAPRI Program Manager provides leadership and oversees the programs and personnel under the Inter-Agency Agreement with DOJ/ICITAP in Central America. POSITION DESCRIPTION The CAPRI Program Manager will lead all CAPRI personnel to assist INL Posts to develop, implement and evaluate reform and/or professionalization activities related to all core CAPRI programs. DUTIES AND RESPONSIBILITIES 1.Assess: Participate in the continual analysis and evaluation of law enforcement institutions throughout the region. This includes assessments of organizational and operational capacities of host nation public security services and their working relationships within their respective Public Ministries and the Judiciaries. These assessments will cover institutions' standard operation procedures and identify weakness in host country training academy curriculums, as well as systematic problems or disconnects between police academies and the actual police institutions they serve. The assessment will also identify equipment needs, leadership capacity building, and training; develop community based policing practices, and spread best practices throughout the region. 2.Advise: Advise and assist on improving police administration and resource management, internal discipline procedures, and overall efforts at modernization and training to the three Panamanian Security services leaders, host country officials in other countries, and INL Officers serving at non-INL posts in the region. 3.Liaison: In coordination with INL sections, generate support for and advance CAPRI programs in support of US policy objectives actively with key host government officials. Maintain close and effective coordination with INL Directors within the region to keep all stakeholders apprised of ongoing reform efforts in their host countries. 4.Program Planning, Development, and Execution: Plan and develop training programs throughout the region in accordance with US Embassy and Department Of State (DOS) goals and objectives. Undertake program implementation, while monitoring and reporting significant developments. Evaluate program results, as necessary make mid-course adjustments and closeout programs when complete. Ensure CAPRI programs align with and are reported on in accordance with metrics being developed under INL/WHP's regional M&E initiative. 5.Program, Contracting, and Budget Planning: Provide strategic planning and process development on all phases of project execution from development through implementation, including planning, scheduling, budgeting, monitoring, and coordination. Identify logistical support requirements; provide advice and assistance in preparation of documentation for procurement of technical services, training, and commodities and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, delivery, and acceptance of items procured to support CAPRI. Develop budget plans for CAPRI to ensure projects accord with policies and objectives of the administration's strategy. 6.Integration of Complementary Programs: Work with other US, Panamanian, and regional institutions and agencies to ensure the full integration of training and development efforts. 7.End Use Monitoring: Ensure USG provided commodities are utilized effectively and no fraud, waste, or mismanagement occurs in the program through continuous oversight and end use monitoring at all training sites. 8.Working and Supervisory Responsibilities: Manage large-scale contracts put in place to achieve program objectives. Supervise US contractors funded under the program, as well as an Eligible Family Members and Locally-Employed Staff in support of CAPRI. 9.Briefings Assist in escorting and arranging appropriate itineraries for official travelers. Brief DOS, Congressional, Staff Delegations, and other selected international dignitaries on the US and host government narcotics control, police reform, and criminal justice programs as they pertain to CAPRI programs. TRAININGS & DISTANCE LEARNING COURSES 1.Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2.Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. 4.Completes INL 101 Training within first year at Post. COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Panama, which is of significant interest to the public and to Congress. LEVEL OF EFFORT This is a full‐time position with a minimum of 40 hours per week. The Advisor will be on call at all times while in country. TRAVEL AND POSITION LOCATION This position will be located in Panama, and will be required to travel throughout the Central America region as mandated by the needs of the program and/or at the direction of the INL Panama Director or INL/WHP. PRE-DEPLOYMENT SUPPORT FOR THE ADVISOR The Advisor may be required to attend briefings/orientation at the DOS in Washington, D.C. for a period of up to one week prior to deployment. MINIMUM QUALIFICATIONS: 1.Citizenship •U.S. citizenship and the ability to obtain and maintain a Department of State (DOS) Secret level security and medical clearances. 2.Foreign Language •Spanish language capability at or above the FSI 3/3 equivalent. 3.Computer Skills •Proficient in Microsoft Office Suite. 4.Work Experience •A minimum of ten (10) years of experience working in narcotics interdiction, institutional reform efforts, curriculum design and development, and program management; career path should demonstrate positions with increasing scope and responsibilities. •A minimum of two (2) years of work experience in a multi-cultural environment with a Nongovernmental Organization (NGO) or the US Government (USG). •Demonstrated experience working with Latin American governments. 5.Specialized Experience •Minimum seven (7) years of experience working and living overseas. •Demonstrated in-depth understanding of human and drug trafficking trends and security institutions within the Western Hemisphere. •Must have a strong working knowledge of INL procedures and policies and a minimum of three (3) years of experience working in an embassy managing INL security sector projects. • Minimum of two (2) years of experience in developing and managing policing academy curriculum or law enforcement training programs. 6.Management Experience •Minimum of seven (7) years of experience managing law enforcement and training projects in a foreign country, including promoting US interests with host government officials, ensuring sustainability of projects through provision of appropriate training and maintenance, and the ability to integrate competing needs of US law enforcement, development, and security agencies. •Minimum of seven (7) years of professional level work experience in the area of program management. 7.Leadership Experience •Minimum of seven (7) years of experience leading and managing international institutional law enforcement programs. •Demonstrated strong background in managing US and non-US police trainers and experts. 8.Knowledge •Minimum of seven (7) years of experience coordinating international interdiction programs, knowledge in such areas as analysis, and use of crime statistics, security service organization and procedures, training and career development, standard operating procedures, ethics and anti-corruption measures, community policing policies and practices, force structure and personnel specializations and general administrative and management functions 9.Communications •Demonstrated experience writing training plans, statements of works, standard operating procedures, and detailed instructions Evaluation Criteria Factor 1:Program Experience (30 Points) •Demonstrated extensive program management experience in designing and implementing law enforcement capacity building training programs •Demonstrated ability to provide subject matter expertise (SME) in the areas of narcotics interdiction, and institutional development, community policing, police reform, law enforcement, and education/training Factor 2:Diplomatic & Work Experience (25 points) •Demonstrated diplomatic experience in coordinating with USG agencies, security units, international organizations, and/or private sector entities working toward a common goal •Demonstrate superior negotiation, communication, and interpersonal skills, especially in culturally sensitive situations •Demonstrated ability to communicate in Spanish Factor 3:Management Experience (15 points) •Demonstrated successful supervisory and leadership experience in a multi-cultural environment, including training and monitoring instructors and officers •Demonstrated ability to provide sound and timely decisions regarding policies and procedures Factor 4:Leadership Experience (15 points) •Demonstrated ability to lead a diverse team and interact effectively with a wide range of U.S. and foreign national personnel at all levels of an organization and within a foreign government Factor 5:Performance (15 points) •Past performance of applicant's ability to perform under the contract •In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
