- OVERVIEW This is a Request for Information (RFI)/Sources Sought announcement only. This is not a solicitation announcement. Requests for a solicitation will not receive a response. The purpose of this announcement is to gain knowledge of potential qualified businesses interested and capable of providing plastic collection and recycling for the Consolidated Mail Outpatient Pharmacy (CMOP) facility located in Leavenworth, Kansas. This RFI/Sources Sought is part of the market research being conducted to locate qualified, experienced and interested potential sources for supporting the CMOP. The Government will determine whether or not the requirement warrants a set aside for small business. For the purpose of this RFI/Sources Sought announcement, the North American Industry Classification System (NAICS) code is 562111 with a size standard of $38.5M. SERVICES BEING SOUGHT The Department of Veterans Affairs, Leavenworth Consolidated Mail out Pharmacy (CMOP) located at 5000 S. 13th Street, Leavenworth, KS 66048 is requesting a Plastics Recycling Contractor. The Term for this contract will be in effect for one-year, base year period of performance will be from 01 August 2018 to July 31, 2019, with four (4) subsequent one-year option periods. Recyclable plastic commodities will be generated and collected at the VA CMOP In Leavenworth Kansas. Recyclable plastics will include bubble wrap, shrink wrap, and empty prescription bottles with the ASTM International Resin Identification Codes of (2-HDPE, 1-PET,4-LDPE,5-PP.) Scope: Collect and handle 3-4 tons of recycled plastic pharmaceutical bottles per month with potential growth to 8 tons per month over the five-year contract period Plastic bottles will be primarily High Density Polyethylene (Resin Code 2-HDPE) Plastic commodities will include smaller quantities of Polypropylene (Resin Code 5-PP) bottles and (Resin Code 5- PP) caps with foil liners Bubble wrap, shrink wrap will be included and will be primarily Low Density Polyethylene (Resin Code 4- LDPE) Contractor solution will be installed in either the current Housekeeping compactor area or Receiving trash collection area. Proposed solution must minimize required contractor collection frequency and maximize collection volume. Contractor will respond and schedule collections when the client orders the service. This procedure ensures that only services are provided when necessary: when the collection volume is full. Scheduled routine service (i.e., the first day of the month, each Monday, etc.) are optional as well, but not essential if the client wishes to instead schedule collection when the container is full to max. Contractor will be responsible for keeping the area surrounding the recycling equipment clean. Receive monthly rebates for recyclable commodities based on current market provide verifiable proof of stated rebate rate with each rebate statement. The contractor shall utilize the Recycling Markets Ltd (Secondary Fiber Pricing (SFP) & Secondary Materials Pricing (SMP)), commodity index to determine rebate rates, and will provide statement of said rate at time of rebate. Rebate will be presented jn form of check to the Leavenworth CMOP. Contractor will provide roll offs for temporary collection of plastic collection while current equipment is removed and new equipment is installed. Contractor supplied equipment must be compatible with the existing facility infrastructure. Any deviations that occur within the base and option years periods must be pre-negotiated. Contractor supplied equipment must be compatible with the Leavenworth CMOP one cubic yard tilt trucks Contractor shall propose several automated solutions for dumping tilt truck contents into recycling equipment. These solutions will be evaluated after transition is complete and may or may not be implemented depending on needs of the CMOP. Contractor supplied equipment must have a safety interlock to ensure safe operation Contractor installed commodity loading ramps must be free standing, but may be attached to recycling equipment for added stability. Any deviation must be pre-negotiated and specified in the contract. Recyclable commodity containment units must be key lock securable for safety If contractor supplied equipment becomes inoperable or unsafe: Inoperable or unsafe equipment must be repaired by 3:30 PM the day after it is reported Temporary commodity containment equipment must be supplied by the contractor to facilitate continued commodity storage while equipment is inoperable or unsafe The Government would be responsible for providing power to the possible compactor sites, equipment must be compatible with two 480VAC 3 Phase disconnects at the installation site. If the contractor is unable to make a scheduled collection an alternate collection must be made within one to two business days of the originally scheduled collection date Contractor shall have the plastic recycling program fully implemented within 30 days of award of contract Upon completion of the contract, contractor must remove equipment from property within 30 days. Constraints: Recyclable collections must be scheduled and completed during CMOP operating hours 6:00 AM to 2:30 PM Monday Friday Access gates are locked after hours The CMOP will not be accessible on the following federal holidays New Year's Day Martin Luther King's Birthday Washington's Birthday Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day Specific holiday dates for a given year are available on the OPM.GOV website Recycling equipment must meet or exceed Occupational Safety and Health Administration (OSHA) standards All interested offerors should submit this information by email to: Nicole.gregory2@va.gov by close of business day June 22, 2018.
