- Sole Source Justification and Approval 52.212-1 Addenda 52.212-4 Addenda Terms and Conditions Attachment 1 - CLIN Structure Attachments: 1.CLIN Structure 2.Terms and Conditions 3.52.212-1 Addenda 4.52.212-4 Addenda 5.Sole Source Justification and Approval Requirement: 1.US Citizenship and Immigration Service intends to award a purchase order on a sole source basis for SAS software training and mentoring services to: SAS Institute 100 SAS Campus Dr Cary, NC 27513 2.The sole source justification and approval for this requirement is attached to this posting. It provides information as to Government's rationale for issuing a sole source purchase order. 3.All responsible sources that believe they may be capable of satisfying this requirement may submit a quote or proposal which shall be considered by the agency. 4.This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 5.This solicitation issued as a request for quotation (RFQ). The solicitation number is 70SBUR-18-Q-00000335. 6.This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97. 7.This solicitation is issued under North American Industry Classification System (NAICS) code 511210, Software Publishers. 8.See CLIN Structure for the Contract Line Items (CLINs), items, quantities, and units of measure. 9.See 52.212-4 Addenda for a description of the services the Government requires. 10.See 52.212-4 Addenda for inspection and acceptance information. 11.The provision at 52.212-1, Instructions to Offerors, applies to this acquisition. Addenda to this provision are attached to this solicitation. See 52.212-1 Addenda. 12.The provision at 52.212-2, Evaluation - Commercial Items, applies to this acquisition. See Terms and Conditions. 13.The provision at 52.212-3, Offeror Representations and Certifications - Commercials Items, is attached to this solicitation and must be completed by each offeror. If the offeror's SAM registration (to include their representations and certifications) is up to date and all reps & certs have been filled out electronically, the offeror should only fill out Paragraph B of 52.212-3. See attachment Terms and Conditions. 14.The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Addenda to this clause are attached to this solicitation. See attachment 52.212-4 Addenda. 15.The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items. The additional FAR clauses cited in the clause applicable to the acquisition are located in the attachment Terms and Conditions. 16.Additional terms and conditions are located in the attachments. 17.No DPAS rating will be assigned to this solicitation or resulting contract. 18.Proposals are due: 1500est 21 June 2018 Proposals must be emailed to the POC identified below. It is the offeror's responsibility to ensure proposals are received by the Government by the due date. If you wait until the last minute to email your offer, and the email is not received for some reason (e.g. email server or computer issues) by Government POC by the due date, that is your fault. Proposals received after the due date may or may not be considered for award. 19.Questions about this solicitation will be accepted until: 1500est 18 June 2018 All questions must be emailed.
