Description
This Request for Information (RFI) is to determine the availability of potential contractors who can provide a laser spectrometer. USGS is conducting market research/sources sought to help determine the availability and technical specifications of qualified businesses capable of providing the items mentioned below. This sources sought synopsis is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. Any responses to this sources sought will be treated as information only. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. NAICS is 334516 - Analytical Laboratory Instrument Manufacturing Size Standard 500 EMP. All responsible sources may submit technical specifications, which will be considered by the Government. Specifications shall only be accepted through electronic mail addressed to nlushenko@usgs.gov. Any documents submitted in response to this notice must be uploaded and received in their entirety no later than June 21, 2018 at 1700 ET. Statements submitted by hardcopy or the Fed Connect web portal or Fed Connect Message Center shall not be accepted or considered. The U.S. Geological Survey is looking for a contactor that can provide a laser spectrometer with the following minimum specifications. (1) sample volume required: less than 10 ul (I ul would be even better since we won't have much spare water when we analyze 2H-enriched samples). (2) expected analytical precision for high performance mode for natural abundance samples: d2H: 0.2 permil (200 per meg), and d18O: 0.03 permil (30 per meg) (3) time required to reduce the memory effect of 2H-enriched samples with d2H values as high as 50,000 permil to drop low enough to analyze natural abundance samples: less than 2 hours. (4) number of natural abundance samples that can be analyzed in one day (with the expected analytical precision) on a routine basis: 50 samples.
