Title: Road Safety Professional Certification Program Development This is a Pre-Solicitation notice (synopsis) for a procurement in accordance with FAR Part 5.203; to provide notice of the Government's proposed contract action listed herein. Description(s): The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA’s mission is to save lives, prevent injuries and reduce economic costs due to road traffic crashes. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel. Road traffic deaths have been rising over the last several years, reaching more than 37,000 in 2016. While States and local leaders have embraced the “Toward Zero Deaths” or “Vision Zero” concepts, often these leaders do not know what actions should be taken to achieve the goal of zero deaths. NHTSA and other DOT agencies such as the Federal Highway Administration (FHWA) have a strong interest in building the capacity of local and State organizations to successfully address traffic safety needs. By doing this, NHTSA aims to achieve its lifesaving mission through the deployment of trained professionals across the country. NHTSA has been engaged with the Transportation Research Board (TRB) committee on Highway Safety Workforce Development, which developed a set of core competencies in roadway safety. To promote these competencies, FHWA supported the development of a textbook and curriculum referred to as Road Safety 101. These materials were designed to meet the needs of an entry-level audience. To attract – and incentivize demand for – advanced professionals, further development was needed. FHWA partnered with the Transportation Professional Certification Board and the Institute for Transportation Engineers (ITE) to explore and define that next level. These organizations have convened experts from across North America to establish as Road Safety Professional (RSP) Certification program, including the elements of a certification examination. The RSP was envisioned as a two-stage process. The first, Level 1, would capture all professionals involved in road safety. An individual certified as a Level 1 RSP would signify to potential employers they had a minimum number of years’ experience and could demonstrate the knowledge, skills, and abilities in the multidisciplinary dimensions related to road safety. Professionals seeking Level 2 RSP certification would be more specialized. As envisioned, those seeking Level 2 certification would need additional years of experience, but they would also need to have specialized expertise and additional proficiencies, either in roadway design and engineering capacities or in behavioral safety programs aimed at reducing the number of fatalities and injuries due to road traffic crashes. FHWA provided support for the development of the Level 1 RSP Certification and for the Level 2 engineering proficiency RSP Certification. NHTSA wishes to support the development and initial deployment of the Level 2 human behavior proficiency RSP Certification. This certification can be used to signify an applicant’s expertise to potential employers or contracting agencies; it can be used by employers and contracting agencies to express minimum candidate qualifications. In both these instances, the certification program will help to grow the professional capabilities and conduct in implementing the behavioral elements of roadway traffic safety. By participating in the development of the Level 2 human behavior certification, NHTSA will be able to actively shape the qualifications of the roadway safety workforce who will be working at the State and local levels to implement behavioral safety interventions. By ensuring that qualified individuals are performing work, NHTSA can help States ensure the quality of the work that is funded through grant programs. To develop the Level 1 RSP Certification, ITE convened panels of experts to conduct job analyses, develop the examination questions, and develop practice examinations based on the competencies defined in the job analyses. NHTSA would like to support comparable workshops in the development of the Level 2 human behavior certification. Objective: The overall objective of this acquisition is to support the development of the Road Safety Professional (RSP) Level 2 Part B: Human Behavior certification. The Contractor will: • Convene up to three workshops of subject matter experts, including one NHTSA subject matter expert; • Analyze the administration and results of the first RSP Level 2 Part B: Human Behavior specialist certification test. Solicitation Information: This acquisition is being offered for full and open competition. The NAICS Code for the anticipated contract is 611430. Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government’s intent to award a Time & Materials (T&M) type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror’s responsibility to monitor the www.FedBizOpps.gov for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about June 2018. Period of Performance: Eighteen (18) months from date of award.
