- SORD Industry Day Power Point Presentation Slides Naval Undersea Warfare Center (NUWC) Division Keyport intends to issue a solicitation of the following non-commercial supply: Upgrade and refurbish government owned Remotely Operated Vehicle (ROV), Submerged Object Recovery Device (SORD) to include disassembling, repairing, refurbishing, sandblasting, painting and testing. Vendor will also be required to install, interface and test the control systems with the ROV and associated equipment. The resultant contract is anticipated to be awarded as a firm fixed price (FFP) contract. The solicitation number for this requirement to be issued as a request for proposal (RFP) is N0025318R0006. The applicable NAICS code for this requirement is 334511 and has a size standard of 1250 employees. A Sources Sought notice, number N00253-17-R-9999 was posted to the Governmentwide point of entry (GPE) at http://www.fedbizopps.gov on 15 September 2016 with a response date of 2 November 2016. One response from a large business was received. A Pre-Solicitation notice, number N0025317R0014 was posted to the GPE on 30 May 2017 with a response date of 15 June 2017. Four responses were received. Three from large businesses and one from a small business. A Pre-Solicitation Industry Day Notice was posted on 3 May 2018 with a response date of 16 May 2018. A total of eleven vendor reps attended industry day. Five large businesses and five small businesses and one veteran owned small business. With concurrence from the Small Business Administration Procurement Center Representative, this procurement will be solicited utilizing full and open competition. Offers shall be FOB Destination. The solicitation will be available for download on or around 13 July 2018. The closing date of the solicitation will be 30 days after the RFP issuance date, at 1000 Pacific Standard Time, unless a later date and time is specified in the solicitation. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The drawings and technical information referenced in this solicitation are restricted by the Arms Export Act and are ONLY available to vendor's/contractor's appointed data custodian that are registered with Defense Logistics Information Services (DLIS) Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at http://www.dlis.dla.mil/jcp/. Restricted drawings and technical information required will be available through FEDBIZOPPS as an attachment to the solicitation. Proposals may be emailed to Cynthia Carlson at cynthia.carlson@navy.mil. Offerors wishing to submit a proposal are responsible for downloading the RFP from www.fbo.gov and frequently monitoring the site for any amendments to the RFP. All questions regarding this solicitation shall be submitted in writing no later than seven (7) days before the solicitation closing date. Questions received within seven (7) days of the solicitation closing date may not be entertained. Questions shall be submitted via e-mail to: Cynthia.carlson@navy.mil. No paper copies will be accepted. Failure to respond to this RFP and associated amendments if applicable prior to the closing date and time established may render an offer non-responsive and result in rejection.
