Description
VA Network Contracting Office 23, Black Hills, is issuing this Sources Sought Synopsis to determine the suitability for a Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), or other Small Business set-aside for Emerson / Liebert Uninterruptible Power Supply services for the Black Hills, SD area (see Statement of Work below). This is not a request for quotes or proposals and any such submitted in response to this notice will not be evaluated. Vendors who are interested in this requirement should respond to this notice by providing: a. A short capability statement outlining their ability to provide the service b. A list of other contracts for similar service that they have been prime or a sub-contractor on c. Certification of their SDVOSB/VOSB status through VetBiz.gov (if applicable) d. Company Contact information Annual workload estimate for this requirement is: Description of service Qty Annual preventive maintenance service 1 on-call emergency telephone assistance on-site emergency response unscheduled on-call remedial maintenance Respond directly via email at: Stephen.holly@va.gov Statement of Work Network UPS Inspection & Maintenance 568-19-1-9006-0001 Hot Springs VA Medical Center 500 N. 5th St. Hot Springs, SD 57747 Statement of Purpose: The purpose of this solicitation is to establish a committed source of service to provide VA Black Hills Health Care System (VABHHCS) Hot Springs, Information Resource Management (IRM), for a multi-year Annual Maintenance and Inspection agreement with an Emerson / Liebert Original Equipment Manufacturing (OEM) contractor, to include one preventive maintenance inspection of the VA Network UPS System per contract year to begin base year of October 1, 2018 through September 30, 2019. Approved vendor agrees to administer the proposed objectives pursuant to the terms of this Statement of Work and in the proposal submitted by VA BHHCS. VA Hot Springs VA Medical Center has a requirement for the inspection and Maintenance testing of one Network UPS, Manufacturer: Emerson / Liebert eXM, Model #47MBE37CC0R0069. This requirement is a Base plus four (4) option year contract in which the government may exercise the option years based on contract performance. Goals of the Agreement: Vendor will provide an annual UPS preventive maintenance inspection and maintenance on the UPS System located in Building 65, Hot Springs VA Medical Center for VABHHCS and provide all, labor, material and travel with contract performance consisting of: One (1) preventive maintenance service performed annually and within same month per year of contract, to include: general inspection, cleaning, lubrication, adjustment of the computer support equipment, battery testing. Furnish on-call emergency telephone assistance, twenty-four (24) hours per day, seven (7) days per week. Provide guaranteed four (4) hour on-site emergency response, twenty-four (24) hours/day, seven (7) days / week. Provide unscheduled on-call remedial maintenance within twenty-four (24) hours, (8:00 AM to 5:00 PM) five (5) days a week exclusive of holidays. Provide maintenance material, tools, documentation, diagnostics and test equipment necessary for the maintenance services described herein. The contractor will bear the cost of labor, travel and expenses provided under this agreement for maintaining the specified equipment in good operating condition, when such labor is required due to normal wear and tear. Provide battery recycling with EPA documentation per requirements. The contractor will make prior arrangements with the VA for any service that requires shutting down the entire system. Contractor will provide a full report of annual service, including but not limited to: Date of service, Description of all service performed, battery testing and diagnostics data and troubleshooting faults with corrective action taken. Contractor Preventive Maintenance Services will be performed as follows: 1. Inspect the appearance and cleanliness of the battery and the battery room. Clean normal jar top dirt accumulation (to be done only with battery off line). 2. Measure and record the total battery float voltage and charging current. 3. Measure and record the overall AC ripple voltage. 4. Measure and record the overall AC ripple current. 5. Visually inspect the jars and covers for cracks and leakage. 6. Visually inspect for evidence of corrosion. 7. Measure and record the ambient temperature. 8. Verify the integrity of the battery rack/cabinet. 9. Measure and record 100% of the jar temperatures. 10. Measure and record the float voltage of all cells. 11. Measure and record all internal ohmic readings. 12. Provide a detailed written report noting any deficiencies and corrective action needed, taken and/or planned. 13. Verify approval for Battery Life program. 14. Re-tighten all battery connections to the battery manufacturer's specifications, if required. 15. Measure and record all battery connection resistances in micro-ohms, when applicable. 16. Refurbish cell connections as deemed necessary by the detailed inspection report.
