Description
THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION. The Federal Bureau of Prisons (BOP) anticipates issuance of solicitation 15B20318B00000001 for the award of a firm-fixed-price construction contract for a project entitled Security Fence Enhancement at Federal Correctional Institution (FCI) located in Danbury, Connecticut. FCI Danbury is located at 33 ½ Pembroke Station, Route 37, Danbury, Connecticut 06811. The following brief synopsis should not be considered inclusive of work required to complete the project. Barbed wire around the Electro Mechanical Systems: The contractor shall install approximately 120' of 30" reinforced stainless steel razor ribbon on the existing 10' chain link fence surrounding the mechanical room. The razor wire will be provided by the government. New Fence around the Core Building: The contractor shall furnish and install a new 20' fence on the outer of the existing 12' fence, with single coil helical razor wire. FBOP will provide all razor wire for this project. Prior to the new fence work, the contractor shall remove and salvage 270' of 30"razor ribbon on existing 12' high perimeter fence. Twenty nine new 6' 5/8" posts shall be installed with 2'6" x 6' deep concrete footings. Along with the top and intermediate rails, the new fabric (270' x10') shall be (#9 GA x 2" mesh) installed only on the top 10' section (Outside) on the new fence. Additionally, end, corner and pull posts shall be installed with bottom rails on the secure side. The contractor shall install 270' of 30" single coil SS reinforced razor wire on the top of the new fence. Furthermore, the contractor shall reinstall 270' of salvaged 30"single coil SS reinforced razor ribbon back into the existing 12' high chain link fence. All new razor wire required for the project will be provided by the government. Razor Ribbon at the Roof Line: The contractor shall install 450' of single coil 30" reinforced stainless steel razor wires on the front roof line and the roof adjacent to the perimeter fence. Prior to the install, the contractor shall install approximately 70 pieces of GI razor ribbon brackets to the roof soffit and anchored into sub frame work. The razor wire will be provided by the government. The performance period for the project will be 90 calendar days from issuance of the notice to proceed. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $100,000 and $250,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range). The North American Industrial Classification System (NAICS) code applicable to this requirement is 238990 with a corresponding small business size standard of $15.0 million. The solicitation will be available approximately on or about June 29, 2018. The solicitation will be distributed solely through the Federal Business Opportunities (FBO) website at www.fbo.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. Any secure/locked documents uploaded with the solicitation will require an active Federal Business Opportunities (FedBizOpps.gov) vendor registration (log in) for access as well as your Marketing Partner Identification Number (MPIN) associated with your System for Award Management (SAM.gov) registration. Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action. IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above. Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information. This is a 100 percent Small Business Set-Aside. Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All responsible sources may submit a bid which shall be considered by the agency.
