- This announcement constitutes a Sources Sought Notice. This is NOT a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. Black Hills VA Medical Center (BHHCS), 113 Comanche Rd. Fort Meade, SD has a requirement for a Firm Fixed Price Service Contract to be performed at the VA Medical Center campus as well as the Hot Springs VA Medical Center Campus. The purpose of this notice is to determine interest and capability of potentially qualified businesses in particular Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 561320, Temporary Help Services. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. DRAFT STATEMENT OF WORK The VA Black Hills Health Care System (VA BHHCS) has a requirement for Sterile Processing Technicians. The primary purpose of the Sterile Processing Technician (SPS Sterile Processing Service) is to provide the operating room, dental service, interventional procedural areas, various clinics, wards, departments, CBOCS and other hospital facilities with sterilized and/or high level disinfected (HLD) critical and semi critical reusable medical equipment (RME) such as surgical instruments, instrument sets and flexible endoscopes. Reprocesses (disassembles, cleans, decontaminates, assembles, HLD or sterilized) critical, semi-critical and a few non-critical RME in accordance with manufacturer s instructions, Joint Commission on Accreditation of Healthcare Organizations (JACHO) standards, VA directives, VA handbooks, Center for Disease Control (CDC), Association for the Advancement of Medical Instrumentation (AMMI),, International Association of Healthcare Central Service Material Management (IAHCSMM) and local SPS policies and procedures. PLACE OF PERFORMANCE: The VA BHHCS services performed under this contract may be performed at Government healthcare access points listed below. VA BHHCS-Fort Meade Campus 113 Comanche Road Fort Meade, South Dakota 57741 VA BHHHCS-Hot Springs Campus 500 North 5th St Hot Springs, South Dakota 57747 Duties: Decontamination Area Contracted Sterile Processing Technicians shall: Collect, inspect, decontaminate, and clean soiled Reusable Medical Equipment (RME). Wear proper protective apparel and equipment always. Completely and thoroughly disassemble and position all parts of RME to ensure removal of bioburden. Manually and mechanically clean RME. Remove bioburden/contamination by soaking, manually wiping or using appropriate scrubbing brush for added cleaning. Place RME in automatic RME cleaning machines as recommended by the SOP and manufactures instructions. Remove instrument stains using appropriate chemicals. Disinfect all critical, semi-critical and non-critical RME. Perform all functions of the decontamination process including but not limited to manual and mechanical cleaning of surgical, reusable medical equipment, and dental instrumentation. Have the ability to follow Manufacturer s Instructions/Instructions for Use (IFU) and safely operate and trouble shoot decontamination equipment including but not limited to: automatic cart wash, washer disinfector, and ultrasonic cleaners. Visually inspect RME items to ensure cleanliness before sending to SPS preparation area. For flexible endoscopes, perform leak tests; initiate cleaning according to manufacturer's instructions. Accomplish the inspection, assembly, packaging and terminal sterilization or High-Level Disinfection (HLD) of all RME and flexible endoscopes throughout the medical facility and CBOCs. Read, understand and follow all manufacturers instructions on cleaning RME. Use department Standard Operating Procedures (SOPs) and manufacturer's guidelines. Read and understand Material Safety Data Sheets. Perform and document quality assurance checks. Preparation Area: Contracted Sterile Processing Technicians shall: Perform all functions of the prep/packaging and sterilization process including documentation and quality assurance procedures. Examine and visually inspect instrumentation and appropriate functioning, and cleanliness. Assemble instrument sets according to count sheets. Place sets in appropriate outer container or wrap sizes. Inspect assemble, package and document the contents of a wide variety of surgical and dental trays and instruments according to count sheet. Properly and safely load, operate and trouble shoot a variety of sterilizers including but not limited to: steam, hydrogen peroxide plasma (VPro,), ETO and automated endoscopic reprocessor (Medivator). Additionally, perform all quality assurance testing and documentation required for each sterilizer. High Level Disinfection Area (HLD): Contracted Sterile Processing Technicians shall: Wear proper protective apparel and equipment at all times. Properly transports all items for HLD process before and after processing. Inspect items for HLD process, and process following all MI for reprocessing. Perform all functions of the HLD process including documentation and quality assurance procedures. Properly and safely load and operate the automated endoscope re-processors and other HLD equipment as needed. Physical Fitness Requirements: Physical Requirements: The work requires standing and walking during the entire workday, and frequent bending and lifting of supply packages (occasionally weighing as much as 40 pounds). The contracted employee regularly pushes loaded carts weighing several hundred pounds, in sometimes crowded quarters and works them over slight rises such as door sills. Work Environment: On a regular and recurring basis, the contracted employee alternates between a contaminated environment and a carefully controlled clean environment. The contracted employee wears special clothing, hair covers, beard covers and shoe covers which can be uncomfortably warm. The contracted employee uses insulated gloves to remove carts from sterilizers. The contracted employee is subject to burns from accidentally touching hot items. The hazards of working around minute quantities of sterilizing gasses are unknown. The contracted employee often works around body fluids, mucus, excretions, and bits of tissue, some of which may be foul smelling. The work area is noisy due to the clatter of metal instruments, rumbling of carts, and operation of pre-sterilizing equipment. Use of ultrasonic equipment may require use of ear protectors. All employees shall be literate and able to communicate (speak) with clients in English to the extent of reading and understanding printed regulations, detailed written orders, training instructions and material, and shall be able to compose reports which convey complete information. The Contractor is to certify the ability of all employees designated to provide service for this contract. Contractor Personnel Requirements: Contractor Personnel shall have a minimum of two (2) years recent SPS technician experience Minimum Qualifications Standards (1) Contractor Education/Experience: Possess a high school education or equivalency, and have two (2) years of experience demonstrating the ability to perform sterile processing techniques and services. Any type of military SPS service may be credited toward meeting the requirements. Contractor Personnel shall possess a valid IAHCSMM certification or Certification Board for Sterile Processing and Distribution (CBSPD). Level II certification Veterans Affairs Certification, preferred. Certification shall be provided to points of contacts as requested. Contractor Personnel shall have knowledge of aseptic principles and techniques, including characteristics of various types of detergents, cleaning techniques, sterilizing mediums; and tests to determine effectiveness of sterilization. Contractor Personnel shall have knowledge of the use, operation, maintenance, assembly, and disassembly of complex surgical instruments, and reusable medical equipment and the specific cleaning, sterilizing and storage requirements of each in order to ensure RME is sterilized and stored according to manufacturer's specifications. Contractor Personnel shall have the ability to interpret written material, technical material, regulations, instructions and reports. Contractor Personnel shall have the ability to communicate orally and in writing. Contractor Responsibilities The Contractor shall provide all necessary contract-staff healthcare providers upon request of VA Black Hills Health Care System to include: Find sources for requested contract-staff positions and shifts. Provide contract-staff selection choices to Government On-board the selected contract-staff Maintain required documents Off-board contract-staff when no longer needed Pay the contract-staff agencies for the providers who performed services Identify wasted effort in legacy processes and utilize information technology to streamline business processes. Contractor shall be responsible for meeting or exceeding VA and Joint Commission (or equivalent) standards. Provide a time clock system to track agency hours, payroll, and schedules. The contractor shall ensure that all contract personnel participate in VA defined orientation procedures applicable for newly assigned contract personnel to include regulations specific to the profession or class to which he/she belongs, local VA policy and procedures, and VHA policy and procedures. Orientation may consist of self-paced written/on-line education, classroom hours and/or unit orientation and hands-on skill validation. The Contractor shall prescreen all personnel requiring access to the computer system to ensure they are eligible for employment, and are able to read, write, speak and understand the English language. Government Responsibilities: Government will provide sufficient information about its specific needs so that the contractor can match the skills and experience of Provider to those needs. Government will be responsible for compliance with all relevant safety and health laws and regulations during the period of a Provider s assignment under Government supervision, including but not limited to Joint Commission regulations relating to orientation and evaluation and HIPAA regulations. The Government will provide Contracted Personnel with all necessary site-specific training, orientation, equipment (including Respiratory Fit Testing) and evaluation required by federal, state or local occupational safety laws or rules, including Joint Commission and HIPAA for member of the Government s workforce. The Government will provide the uniforms (scrubs) and appropriate attire for Contracted Personnel. The Government will provide all medical supplies and equipment to Contracted Personnel needed to perform all duties as assigned.
