Description
SPAWAR, PEO C4I and PMW 150 program office intends to use Other Transaction (OT) agreements to execute prototype(s) for the Naval Operational Business Logistics Enterprise (NOBLE) Family of Systems (FoS). Prototypes will consist of an Integrated Data Environment (IDE) and COTS applications for the Naval Operational Supply System (NOSS), Naval Aviation Maintenance System (NAMS), and Naval Operational Maintenance Environment (NOME). The mission outcomes for the NOBLE FOS are to include: - Material and Shore Readiness - reduced failure rate, improved repair time, improved resupply time and accuracy, affordable sustainment, mission capable and secure facilities - Service Experience - simplified and expedited decision making, integrated and dynamic work prioritization, digitally enabled training and collaboration, and easy and intuitive user experience/interface NOSS will provide planning, requisitioning, procurement, inventory control, logistics services and financial accountability of all material and property across all commodities. NAMS will provide Naval aviation (U.S. Navy and U.S. Marine Corps) with a deployable, scalable and streamlined tactical maintenance solution to maintain the operational availability of deployed and deployable aircraft. NOME will provide the USN with a deployable, scalable and streamlined tactical maintenance solution afloat to maintain the operational availability of deployed and deployable ships and submarines. The solution(s) shall include an IDE able to support the data integration of multiple legacy platforms into a holistic level data environment, accessible via Application Program Interfaces (API) and hosted in a government certified cloud at Impact Level (IL) 4/5. The cloud environment combined with a common IDE will provide a highly available and reliable commercial solution. The environment will also be capable of hosting and integrating applications, data, systems and services planned to be transitioned to modern commercial technologies, and accomplish this migration of government-owned applications with no degradation of services. Prototype(s) will be executed through the Training and Readiness Accelerator (TReX) consortium and OT master agreement with U.S. Army Contracting Command - Orlando (ACC-ORL). All information regarding the NOBLE effort will be located at the TReX website. Please see the below link to the TReX website introducing the NOBLE effort. The Request for Solicitations (RFS) will be released by ACC-ORL through TReX Consortium around 25 June 2018. TReX consortium membership is not required to access and review the RFS. However, TReX consortium membership is required to bid for the components of the NOBLE solution. The vendor selection process will be conducted in two phases, Phase I and II. Vendors may bid on one or more solutions. NOSS, NAMS, NOME, and IDE are each considered a solution. Phase I will consist of vendors providing a White Paper outlining a solution approach tentatively by 24 July 2018. For a one solution response the White Paper is limited to 10 pages. Each additional solution allows 5 more pages, for no more than 25 pages total. The pool of vendors will be down-selected to a smaller group that will participate in Phase II of the evaluation. The second phase will consist of around 2 hours for in-person product demonstrations/strategy presentations of selected vendor COTS solution(s). Government may provide a list of questions two weeks prior to the demonstrations/presentations based on the initial Phase I White Paper responses. Vendor(s) shall provide responses to the Government's questions prior to the scheduled date of the demonstrations/presentations tentatively the week of 13 August. If the vendor does not have a solution/product to demonstrate, the vendor shall brief their strategy for executing the prototype(s). Locations of the demonstrations is tentatively Orlando, Florida. All parties interested in bidding on NOBLE requirements are encouraged to periodically check the TReX website link below for a RWP. The target date for the posting of the RFS is June 25th, 2018.
