- Notification of Amendment 1 is being issued electronically via FedBizOpps.gov. Clarification and answers to questions regarding the U.S. Geological Survey (USGS) Cafteria Services Request for Proposal (RFP) requirements are being issued via the attached document and are listed below: 1.Is internet access provided by the Government in the new remodeled facility or from the Food Service provider? Answer: Refer to page I-C-24 paragraph S. Telephone and Computer Systems. 2.What are the warranty periods expected for the renovated items? How will we obtain repair for these items as they affect our service atmosphere? Answer: The foodservice equipment is not under a warranty period. Refer to page I-C-28 paragraph j. Repairs. 3.Who is the Randolph-Sheppard contractor and do you have Point-of-Contact (POC) information to provide us? Answer: Xavier Trimiew Business Enterprise Program Manager Department for the Blind and Vision Impaired (804)371-3103 xavier.trimiew@dbvi.virginia.gov www.vdbvi.org 4.Do you have and will you provide all the IT information (including compliance info for Section 508 issues) for the Agency Intranet available for the development of the electronic calendars in the proposal? Answer: Yes this information will be provided to the successful contractor. Refer to the following website for additional information: https://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-section-508-standards 5.When were the last kitchen and storage area renovations completed? a.What is the age of the walk-in freezers? Answer: The walk-in freezer was constructed in 1974. b.What are the estimated annual repair actions for these freezers? Answer: Refer to page I-C-28 paragraph j. Repairs. c.How much down time has been recorded with these freezers? Answer: Less than 1 per box per year. 6.Does the incumbent own any of the equipment being presented in this site visit? If so please identify and specify this information required for the new company to provide a realistic equipment needs list. Answer: The incumbent own the smallwares as described on page 1-C-16 G. Equipment and Utensils Furnished by the Contractor. 7.Are the current menus available for all bidders to view? Where are they located for review? Please provide them if they are not available in full menu online? We do not want to make drastic changes to what the Government has been used to and those which are compliant with GSA criteria. Answer: The current menus are not available to review. Part of the evaluation criteria is evaluating the innovative menu and concepts potential bidders will provide. 8.Will the Agency be providing notice when the Federal Register is updated and affects this Food Service contract? Answer: Yes 9.Does the Agency have the NEXT DECADE recommendations from the Government for the bidders that would comply with EO 13693? a.Can you please provide these as they have been published up through 2018? Answer: Refer to the following website for additional information. https://www.fedcenter.gov/programs/eo13693/ 10.Where is the Standard Criteria broken down into specific actions and expectations in Governmentt Documents OTHER THAN THE REQUEST FOR PROPOSAL (RFP), for the contractor to further understand the actual actions and performance required for STANDARD CRITERIA other than what is provided and outlined in the RFP pp 12-13? What are the source reference documents? Answer: Noted in RFP The Food Service Guidelines for Federal Facilities identifies two levels of implementation: Standard and Innovative. These terms are defined as follows: Standard criteria are considered to be widely achievable within food service. Implementation at the standard level is expected. Refer to Attachment 8 - Food Service Guidelines for Federal Facilities Refer to website below for guidelines: https://www.cdc.gov/obesity/strategies/food-serv-guide.html 11.Where is the Innovative Criteria broken down into specific actions and expectations in Govt Documents for the contractor to further understand the actual actions and performance required for INNOVATIVE CRITERIA other than what is provided and outlined in the RFP pp 13-14? What are the source reference documents? Answer: Refer to Attachment 8 - Food Service Guidelines for Federal Facilities Refer to website below for guidelines: https://www.cdc.gov/obesity/strategies/food-serv-guide.html 12.How many price adjustments have been made to the existing contract specific to Paragraph F, Procedures for Future Price Adjustments/Changes page 15 of the RFP? Please provide the number of adjustments for each year of the contract for evaluation, along with the basis and cause for adjustment? Answer: This information will not be provided. 13.Understanding that water lines in older buildings have been a source of contamination in the DC and other areas, does the Govt have any restriction and or process for using the available water sources at this facility? Answer: Water mains were replaced in 2009 in the building. Water comes from Fairfax County. 14.Who is the USGS POC that must be coordinated with to receive the ONLINE/email customer feedback that will be established for this project during the proposal development anticipated to answer the RFP? (Page 19 RFP Para 1, ii); and what is their URL or Domain number that will be utilized? Answer: This information will be provided and coordinated with the successful contractor. 15.Reference page 20 of the RFP, Contractor Training. Is there any requirement for USGS REQUIRED training at this work site? And if so how many man hours of training are anticipated? And for what reason? Answer: The requirement of the RFP is The Contractor is required to schedule an employee training program that will continue for the duration of this contract and any extensions thereof, to ensure that their employees perform their jobs with the highest standards of efficiency, customer service and sanitation excellence. No training by the Contractor for USGS employees is required and USGS will not be providing training to Contractor employees except for Occupant Emergency Program training. 16.How many USGS Compost Bins are provided for this contract, and how often are they removed by the USGS for recycle/compost operations? Reference page 20 Para J. Answer: USGS will provide the necessary storage and transport composting bins IF a composting program is implemented. The contractor is to provide transport bins for recyclable materials and transport these items to the loading dock. 17.Who is the POC to order pickup of the recycle bins provided and operated by the USGS? We need this in order to develop specific plans for proposal specific to this action? Answer: Refer to page I-C-20 J. Recycling. - The Contractor shall participate and integrate with the recycling program (i.e. cardboard, aluminum, metal cans, plastic, glass, etc.) operated by the Agency in the building. The Contractor is responsible to collect and transport recyclables to the loading dock. 18.Paragraph L of the RFP, Page 22 requires the contractor to provide a daily report specific to security status of equipment has been turned off, that windows are closed, lights and fans turned off, and doors locked when the cafeteria is closed , does the USGS have a format that is required for this report or is it contractor generated? Answer: Report is to be contractor generated and approved by the Agency. 19.Paragraph O, starting on page 22 and continued on page 23 of the RFP; For the Occupant Emergency Program how often and how long are training exercises specific to this plan each year? Answer: For planning purposes plan on one training session per year that will be approximately one hour long. 20.Paragraph P, sub paragraph ii (Contractor certification of end-of-fiscal year statement) states that this is a CERTIFIED report. Please clearly define the expected financial certification that is to be submitted by the Contractor to the COR? Answer: The end of year certification can be self-certified by a corporate officer or by an independent accounting firm. 21.Paragraph P, sub paragraph iii (equipment records) states that the Contractor provides full inventory of GFE on this contract. When will the USGS conduct the initial inventory after an award? a.Does the Government have the full inventory to provide the Bidders for proposal preparations which may include additional equipment recommendations by the bidders? Answer: No b.Can the USGS provide a full list of material and supply anticipated to be on-hand for a successor contractor? Answer: No 22.Paragraph T Building Space, sub paragraph iii, Contractor Owned Equipment; P. 25 a.Has the incumbent notified the USGS of any plans to take existing equipment and remodel the space back to a state that belonged to the USGS? Answer: No b.If not, do they still have time to do so or has that time expired in their contract with the USGS? Answer: Space and existing equipment (less smallwares) will remain in same condition that was observed during the walk-through. c.If so, please provide the list of equipment planned to be removed and the equipment and or space to be restored? Answer: Not applicable. 23.Paragraph 6, Continuity of Operations/Suspension of Work; P.25 a.How many times this past year was the contractor affected by OPM declaring USGS offices closed? Answer: Refer to https://www.opm.gov/policy-data-oversight/snow-dismissal-procedures/status-archives/ b.How many times in the past year did USGS Shutdown affect contractor operations Answer: Refer to https://www.opm.gov/policy-data-oversight/snow-dismissal-procedures/status-archives/ c.How many times was alternative funding utilized and the Contractor asked to support with food service? Answer: For one day in 2017. 24.Paragraph 8 Responsibilities/Furnished by the Government (USGS): a.The USGS states that facilities are without cost, however Federal Record of transactions with the incumbent show the following statement which implies that a cost is associated as boot specific to RENT for replacement of equipment purchased at contractor expense: i. Modification to grant rent relief. As found in USGS OCAR Reporting more than once during the life of the existing contract. How will the USGS pay for agreed to equipment replacement (as needed) with the successor contractor? Section G, page 2 is noted that 1.5% net sales is paid as a FEE and is not considered Rent. Will this NET payment be used by the USGS to fund agreed to equipment upgrades or will the USGS purchase and install the equipment as agreed to? Answer: Refer to page I-G-2 Payment in Lieu of Rental: The Contractor at a minimum shall pay the Government the amount per calendar month equal to one and one half (1-1/2%) percent of net sales. This fee maybe waived at the sole discretion of the CO. This payment is deposited into the US Treasury general fund and is not available to USGS or GSA. 25.Section G, Page 3 and 4 Conditions of Termination for Cause a.Please provide all guidance for Termination for Convenience (T for C)(not cause) and what rights and clauses apply for any T for C USGS actions under the terms of this contract? Answer: Termination for Convenience will be followed in accordance with FAR Part 49. 26.Section E, Attachment 3 Link results in receiving an error page that states We apologize for the inconvenience The page you re looking for may have gone offline or does not exist . Answer: Refer to this link: https://www.gsa.gov/forms-library/contractors-qualifications-and-financial-information 27.Ref RFP, Sect L Due date of proposal is stated as June 21, 2018 by 1pm EST. Would the government consider an extension of the due day two weeks to July 6, 2018? As stated during the site visit, questions may not be responded to until June 13, 2018. An extension would allow adequate to contractors to prepare and finalize proposal submissions post Q&A. Answer: The due date and time will not be extended. 28.Reference RFP, Sect. B 001- Contract Line Item Number (CLIN) structure/p3 - indicates that this is a No-Cost Contract to the government (straight P&L), and the weighted evaluation factors do not state that pricing is a factor. Please clarify if this CLIN needs to be submitted with the proposal, and if so, what is needed to be populated in the CLIN table under Unit Price and Amount columns. Answer: The CLIN table does not need to be populated and can be left blank. 29.Ref. RFP, Sect. C-i, SOW, p9 states that Prior to the start date of service, the Contractor shall provide to the Contracting Officer Representative (COR) a complete price/portion book for the account. Is a Price-and-Portion Guide required in our proposal or is it a post-award requirement? Answer: Refer to Page IV-L-11 TAB C - FOOD PROGRAM AND CONCEPTS. Provide an innovative food program with major stations/concepts identified and pricing that you will implement. GSA is requesting core menu item pricing not a complete price/ portion book as an evaluation factor and portion Book. 30.Reference RFP Sect. C, SOW, p5 States that This cafeteria is to be operated for the benefit of an average of approximately 2,000 building occupants. Is the 2,000 figure noted the current or projected building population? Answer: Current population. 31.Reference RFP Section I-L-19/p95 and I-M-3/p99 states Mandatory registration w/ CCR & ORCA - In order to be awarded the contract, all offerors must register with the Central Contractor Registration (CCR) FAR 52-204-7 database and Online Representations and Certifications Application (ORCA) FAR 52.204-8. ORCA was folded into the government s System for Award Management (SAM) Registration database in 2012, and is no longer being used. Please confirm that referencing our SAM registration in our response is compliant. Answer: Yes, SAM registration is compliant. 32. Reference RFP p.90, IV-L-14, Tab E - Recycling/Waste Management: Disposables and trays (reusable and disposable) that contain recycled content are processed chlorine free and are petroleum-free (except reusable trays). All disposable products must be compostable specify brand or organic composition and compatible with the recycling/compost system provided. Please confirm whether all disposable products must be compostable material, or does our plan need to include such items to the extent feasible? Answer: All disposable products must be compostable material unless exception with explanation is taken to this in your proposal. Question: Does USGS have an on-site compost system? Answer: No 33. Reference RFP Sect. E p89 - Marketing - Outline your approach utilizing the USDA s Dietary Guidelines for Americans in food labeling requirements. Is the requirement referring to FDA s prepackaged food labeling requirements (ingredients, Menu Board nutrition information), or to the USDA-proposed nutrition label regulations? If USDA regulation, it appears that it has been postponed until January of 2020 or January of 2021 as noted on the FDA website. Answer: Define your approach on using the information within USDA guidelines in educating the customer and help guiding their food selections in accordance with the USDA guidelines (i.e. Food Guide Pyramid, serving size, and etc.). The goal is use these Guidelines to provide advice for healthy Americans ages 2 years and over about food choices that promote health and prevent disease. To meet the Dietary Guidelines, choose a diet with most of the calories from grains, vegetables, and fruits, low-fat dairy products, lean meats, fish, and poultry. Choose fewer calories from fats and sweets.
