- Operate, Maintain, and Train/Mentor the Afghanistan National Police (ANP) on the Z® Backscatter Vans (ZBV) in the Kabul, Afghanistan Green Zone GENERAL INFORMATION Document Type: Synopsis of Solicitation Solicitation Number: W91B4N-18-R-2007 Classification Code: Housekeeping & Social Services DESCRIPTIONThe United States (US) Government is publishing this notice in accordance with Federal Acquisition Regulation (FAR) Subpart 5.201. This notice shall NOT be considered a request for proposal, quotation, or an invitation for bid nor does it guarantee or exclude your participation in the forthcoming acquisition process. On behalf of the US Forces - Afghanistan (CSTC-A), the Regional Contracting Center-Afghanistan (RCC-A) under the Army Contracting Command-Afghanistan (ACC-A), has a requirement to obtain Z-Backscatter Van training/mentoring, operation, and maintenance at Kabul, Afghanistan Green Zone. The Contractor shall provide operator and maintenance support on the ZBVs twenty-four (24) hours a day, seven (7) days a week, hereafter referred to as 24/7, to designated ANP checkpoint personnel. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. The Contractor shall ensure stability and continuity of the workforce. The Contractor shall provide a dedicated PM and appropriate number of alternate PMs (exact number of alternate PMs required to be determined by the Contractor), who provides the integration required. The PM's and alternate(s) primary location shall be New Kabul Compound (NKC), Afghanistan. The PM and alternate(s) shall be responsible for all contract performance activities to include recruitment, personnel security, logistics support, financial, accounting, and related activities. The PM and alternate(s) shall be the primary point of coordination for all contract operations. The PM and alternate(s) shall interface directly with the COR and the Contracting Officer to ensure effective contract management. The PM and alternate(s) shall ensure the provision of 24/7 administrative, operations, management, logistical, and other support to Contract personnel. The PM and alternate(s) shall have the authority to authorize work, respond to the technical direction of the KO and COR and take immediate action in the event of an emergency. The PM or his/her alternate(s) shall be available 24/7 to monitor program performance and meet with the Combined Security Transition Command - Afghanistan (CSTC-A) representatives who will, at their discretion, perform site visits to review any aspect of program performance. The PM and alternate(s) shall ensure all of the reporting requirements for this contract are met. At a minimum, ZBV operator trainers shall be proficient at writing and speaking English and Dari. Trainers should have previous experience conducting the type of training required by this contract in an environment similar to Kabul, Afghanistan. A minimum of three (3) trainers shall be American Science and Engineering (AS&E) certified. The anticipated North American Industry Classification System (NAICS) code for this requirement is 561612 - Security Guards and Patrol Services, with a Size Standard of $20.5M. This U.S. industry comprises establishments primarily engaged in providing guard and patrol services, such as bodyguard, guard dog, and parking security services. The anticipated Product Service Code is S206, Housekeeping - Guard. The US Government hereby notifies potential offerors that the solicitation and any subsequent amendments to the solicitation may only be available by downloading the documents at https://www.fbo.gov. It is the responsibility of interested offerors to monitor the Government Point of Entry via the Internet at https://www.fbo.gov for additional information, to include future information, pertaining to this requirement. The Government anticipates release of the solicitation on or about 1 July 2018. The requirement may consist of a twelve (12) month base period, two twelve (12) month options under FAR Clause 52.217-9 - Option to Extend the Term of the Contract, and up to a six (6) month option under FAR Clause 52.217-8 - Option to Extend Services. All interested vendors that want to participate and submit a proposal in response to a future solicitation must have an active registration Joint Contingency Contracting System (JCCS). Lack of registration in the SAM or JCCS database will make an offeror ineligible for award. In addition, all subcontractors at all tiers, who the prime contractor will contract with during the life of the contract, shall be registered in JCCS at the time of proposal. SAM Registration: Only vendors who are from the United States shall be registered and current in the System for Award Management (SAM) database and have an active Dun & Bradstreet (DUNS) number at the time of proposal submission.
