- ******Updated 14 June 2018****** The purpose of this change is to update the following sections of the original synopsis posted on May 7, 2018. Obtaining the Solicitation: Changes to RFP Release Date: It is anticipated that the Request for Proposal (RFP) for this procurement will be released on or about July 26, 2018, vice June 26, 2018. Contractor Requirements: Immediate Changes in System for Award Management (SAM) Registration Process. The General Services Administration (GSA) has launched a new security measure (effective immediately) in the System for Award Management (SAM) which requires every *NEW* contractor registrants as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Date Universal Numbering System (DUNS) number before he registration will be activated. The notarized letter requirement is mandatory for all types of registrants, US-based or foreign. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registration in an "Active" status as the government cannot award to an entity without an "Active" SAM registration. More information can be found at https://www.gsa.gov/about-us/organization/federal-acquisition-service/office-of-systems-management/integrated-award-environment-iae/sam-update ****** End of update added 14 June 2018 ****** The 410th Contracting Support Brigade (CSB), Regional Contracting Center (RCC) Americas, Joint Base San Antonio - Fort Sam Houston, TX has a requirement for Detainee Educational Services to support Joint Task Force - Guantanamo (JTF-GTMO) at United States Naval Base Guantanamo, Cuba in support of Operation Enduring Freedom (OEF). Type of Set-Aside: This acquisition is not a set-aside. The Applicable NAICS is 611430, Professional and Management Development Training. This requirement will be solicited unrestricted to obtain full and open competition. Description of Requirement: The Detainee Services contract provides library services and educational seminars to ensure the detainees receive mental and intellectual stimulation consistent with the Geneva Conventions. The contractor shall provide all personnel, management, curriculum development, instruction, transportation, office supplies, housing, and supervision necessary to operate the Detainee Library and perform the Detainee Seminar Program. Place of Performance: United States Naval Base Guantanamo, Cuba. Period of Performance: Period of performance for the resultant contract will be a base period of one year with four (4) one (1) year option periods. Contract Type: The government intends to award a single Firm-Fixed Price Requirements type award for the Detainee Services referenced above. Evaluation Criteria: The Government will award a contract resulting from the solicitation to the responsible offeror whose offer, conforming to the solicitation, represents the Lowest Price Technically Acceptable (LPTA) offer in accordance with FAR Part 15.101-2. The Government intends to award without discussions, but reserves the right to hold discussions if necessary. Contractor Requirements: Potential offerors must have active registrations in the System for Award Management (SAM) database and Wide Area Workflow (WAWF) in order to participate in this requirement and be eligible for award. Contractors should access https://www.sam.gov for information on SAM registration and https://wawf.eb.mil for information regarding WAWF. Obtaining the Solicitation: The solicitation and any amendments, if applicable, will be available for download from the FedBizOpps website at https://www.fbo.gov. It is the contractor's responsibility to check for any posted changes to the solicitation. It is anticipated that the official Request for Proposal (RFP) for this procurement will be released on or about June 26, 2018. The RCC is issuing a draft performance work statement (PWS) to encourage and promote early exchanges of information for this requirement as a part of the RCC's acquisition streamlining initiatives. The Government is seeking comments by interested companies relating to the draft PWS, such as reasonableness of requirements, pricing implications and risk of performance. Companies are requested to discuss appropriate contract types, and any other questions or concerns companies may have with the overall procurement. The Government is requesting companies to provide any comments or questions in writing via electronic mail at stephen.s.settembre.mil@mail.mil no later than close of business, Monday, 28 May 2018. Telephone inquiries will not be accepted. All communications with prospective offerors regarding this requirement will be conducted through the FedBizOpps website. Release of this draft PWS does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this draft PWS is preliminary, subject to modification, and is in no way binding on the Government. The requested comments are for information purposes only. There will not be a formal posting of any comments received, but they will be considered by the Government and may be incorporated in the Request for Proposal. Respondents are advised that the RCC Americas is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. It is the responsibility of potential offeror's to monitor these sites for the release of any solicitation or synopsis.
