Description
The Huntington District Corps of Engineers intends to procure a contract for rehabilitation of the upper land wall miter gate embedded anchorage at Winfield Locks and Dam, Red House, West Virginia. The award of one (1) Firm Fixed price Construction Contract is anticipated. The general description of the work for this contract consists of furnishing all materials, equipment, labor, layouts of work features, and supervision needed to accomplish work related to the construction for the rehabilitation of the upper land wall miter gate embedded anchorage at Winfield Locks and Dam will consist of removing approximately 9.5 yd3 of concrete, drilling four 35 foot deep 6 ½" diameter holes in the monolith, purchasing four 2 ¼" dia. pre-grouted bar anchors, fabricating a new steel anchorage frame, installing the anchorage frame, post-tensioning the bar anchors, and installing grating over the enlarge recess. All the removed concrete and steel material will be disposed of by the contractor off site. The land wall monoliths have land access and it is anticipated that most if not all of the work will be from the land and a floating plant may not be necessary. However, once the lock has been closed to traffic, the Contractor may elect to utilize a floating plant. An organized site visit will be conducted at a specific date and time to be determined in July 2018, see solicitation for full details when available. The contract will be awarded to the lowest price bidder found to be responsive and responsible. This procurement is unrestricted. The NAICS code for this procurement is 237990, which has a size standard of $36.5 million average annual receipts. Solicitation documents will be available on or about 29 June, 2018 and can be downloaded at www.fbo.gov. Bidders shall submit one sealed paper copy of their submitted bid package with one electronic supplemental copy on a CD or DVD, in a searchable.PDF format. Facsimile or electronic transmissions will not be accepted. To be eligible for award, a firm must be registered in System for Award Management (SAM). Please note, as of April 2018, GSA's System for Award Management (SAM) system is requiring new registrations and renewals of existing registrations to submit an original signed notarized letter identifying the authorized Entity Administrator. The notarized letter is not to be submitted to the Huntington Contracting Office as it is not our requirement. Vendors are encouraged to check their entity's status in SAM.gov and plan accordingly. If the prospective contractor is not registered in the SAM database, the Contracting Officer will follow the procedures in FAR 4.1103. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.
