Description

The Department of Veterans Affairs, VA Iliana Healthcare System VISN 12,1900 East Main Street Danville Illinois 61832, under the authority of FAR 13 (41 U.S.C. 1901 and implemented for restricting competition on this procurement via FAR 13.106-1(b)(2)), intends to request quotation on a sole source basis with 3M to provide maintenance and support to the 3M ChartScript and Trans-Client Medical Transcription Programs for the VA Iliana Healthcare facility. This contract shall cover the Period Beginning August 1, 2018 through July 31, 2019, plus four additional One (1) year options to be exercised at the discretion of the government. 3M has stated that the subject software is proprietary to 3M and that 3M is the single source for the 3M ChartLinc and ChartScript software, and related support, being considered by the VA. Due to the licensing requirements and the long term commitment to address the US federal government s unique requirements, 3M has stated that this will only be available by direct sale of the subject software and any related services through 3M only. It has not been discovered to be available through a 3M reseller or distributor. NAICS 541519, with a size standard of $27.5 Million applies. STATEMENT OF WORK: 1. The contractor shall provide maintenance and support to the 3M Medical Transcription Programs, including all ChartScript and TransClient-provided components. 2. Contractor shall make a reasonable effort to respond to any disruption upon initial contact by user within one business day, whether on site or by use of remote diagnostics through coordination of VA Information Resources Management Service (IRM), as long as support contract is in place. 3. Contractor shall provide telephone assistance in response to user inquiry from 8:00 a.m. to 5:00 p.m. central standard time, Monday through Friday, excluding legal holidays. 4. Contractor shall work with VA IRM as needed for 3M Medical Transcription Program problems and inquiries. 5. Contractor shall provide all released enhancements to current software on site. 6. The contractor shall comply with all provisions of the Privacy Act of 1974 and the Health Insurance Portability and Accountability Act, as well as all-applicable federal laws and regulations governing privacy including the VA facility s internal procedures established to ensure the privacy and security of such information.. Any respondent to this notice must show that they have the capability to provide maintenance and support to the 3M Medical Transcription Programs, including all ChartScript and TransClient-provided components. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 4:00 pm CDT on June 29, 2018.
