- Pre-Solicitation Notice for SPE603-18-R-0533 The Defense Logistics Agency (DLA) - Energy - FESBB will be issuing a Request for Proposal (RFP/Solicitation) for Contractor-Owned, Contractor-Operated (COCO) fuel storage services within El Paso, TX area. The required services are for receiving, storing, protecting, and shipping Aviation Turbine Fuel, Grade Jet A. Receiving Requirements - Receiving aviation turbine fuel (Jet A) via pipeline on a 24-hour per day, 7-day per week basis at pumping rates compatible with the Sante Fe Pacific Pipeline system on a 24-hour per day, 7-day per week basis at a rate compatible with the mode tendered. Shipping Requirements - Shipping aviation turbine fuel (Jet A) via the Santa Fe Pacific Pipeline (SFPP) scheduling system on a 24-hour per day, 7-day per week basis with connection through the IMTT EPIC Pipeline (a 65-mile, 6" pipeline located at the El Paso Alamogordo Junction) to ship product to DFSP Alamogordo. Storage requirements - 50,000 barrels storage (fill) capacity for Jet-A with comingled or dedicated tanks is required. Commingled or community tanks with fungible product and/or dedicated storage tanks will be considered. Comingled tanks are defined as tanks holding the same grade of product (Jet A) required, yet enough ullage remains uncommitted and available to allow the service provider to meet the storage requirement. Dedicated tanks are defined as tanks which will be dedicated strictly for use by the government to meet the storage requirement. All storage must be available upon award at a single facility. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $27.5 million dollars. The Government anticipates awarding a four-year firm fixed-price contract. Additionally, one 5-year option will follow the period of performance in accordance with (IAW) FAR 52.217-9. Furthermore, an option to extend for no more than six months IAW FAR 52.217-8, will be included. The procurement will be full and open competition. The solicitation is scheduled to be issued on or about August 30, 2018 and the Request for Proposal (RFP) closing about 40 days later. The solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF). This is not a RFP or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
