Description
FOR MARKET RESEARCH PURPOSES. FEMA SEEKING LOCAL PUERTO RICO BASED COMPANIES TO CONTINUE HOUSING REPAIR REQUIREMENT. Hurricane Maria caused widespread damage to dwellings throughout large portions of Puerto Rico. In response, FEMA is seeking local vendors to provide inspection, cost estimation, design and construction management services. This effort is intended to repair eligible dwellings to a safe, functional, and habitable condition per Commonwealth and Federal Housing and Urban Development (HUD) standards; and meet all local code requirements. All repair work to be performed by licensed building contractor, authorized to work in the Commonwealth. All specialists (plumbers, carpenters, electricians) must be licensed, bonded, and insured by the commonwealth of Puerto Rico. Repairs are not meant to return the dwelling to the pre-disaster condition, and there will be cost limitations for materials and labor per unit. Current program cap is $125,000 direct labor and materials, exclusive of indirect costs such as permits and design. FEMA projects that there will be up to, but may exceed, 1250 housing units that require extensive repair work in rapid succession. The repairs on will be on homes of multiple construction types consistent within the Commonwealth of Puerto Rico (example of wood frame, manufactured housing, concrete, brick, etc.). Types may consist of a mix of studio, 1-bedroom, 2- bedroom, 3-bedroom, and 4 bedroom homes. Additional requirements under this solicitation will include site inspections, engineering and design, debris removal, and large-scale construction in remote and difficult to access areas.
