Description
Source Characterization The United States Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of FAR 6.302-1 with Eastern Research Group (ERG), to provide support services to the EPA, Office of Air Quality Planning and Standards (OAQPS) under contract titled Source Characterization, EP-D-11-006. We intend to extend the current contract, which expires June 30,2018, by up to six (6) months, until December 31, 2018. Our intent is to add two 3-month option periods. The EPA Office of Air Quality Planning and Standards requires the contractor to provide support services as follows: (1) ambient air monitoring, emissions testing and monitoring, method, monitoring, and quality assurance evaluation, and monitoring and evaluation of method development (2) preparing recommended testing- or monitoring-related regulatory language, and data compilation (3) developing technical or policy guidance and training programs (4) supporting capacity building (5) other miscellaneous duties in support of the above mentioned tasks. Any interruption in service would preclude OAQPS's ability to support key mission support functions. Only ERG can supply the needed services for the additional six months. To provide timely technical support, a contractor must have, at a minimum, knowledge and understanding of the Clean Air Act, including the revisions that were enacted in November 1990; understanding of the different Clean Air Act standard setting processes; understanding of practical problems associated with field testing and monitoring; understanding of the relationship between emission standards and testing monitoring procedures; experience in the application of Fourier Transform Infrared Spectroscopy (FTIRS) to measurement of source emissions and ambient concentrations; and understanding the Data Quality Objectives (DQO) process. ERG has secured the necessary personnel and resources required to support EPA's unique service requirements and their familiarity with the tasks and mission needs associated with these service requirements will allow ERG to seamlessly maintain support to EPA's Source Characterization needs without any interruption or degradation in the quality of service. The Contractor must also possess the capability to implement field tests, conduct laboratory analyses, perform data reduction, provide regulatory support, and prepare various work products associated with the above mentioned tasks (e.g. Proposal and Promulgation Packages, Emissions Test Reports, data summaries, etc.). Many of these tasks require personnel with highly specialized knowledge, skills, abilities, and educational backgrounds that are not readily available and/or are peculiar to a few companies within this particular niche industry. ERG has demonstrated such capabilities and knowledge, skills and abilities and educational requirements during the life of this Contract. Using another contractor would result in a substantial duplication of effort. A substantial amount of knowledge transfer resources would be required to transition the knowledge and expertise of ERG to a new contractor. Successful collaboration and pass-through of information includes designing a sharing mechanism to facilitate the transfer and executing the knowledge transfer plan. The use of a new contractor would require a phase-in period to facilitate the attainment of personnel and other resources required for contract execution and complete the transition of contractual responsibilities. Many of the ongoing work assignments originated with ERG and they have significant institutional knowledge that cannot be readily transferred to a new contractor. Use of another contractor would result in a significant loss of efficiency due to the learning curve of the new personnel and the break in service during contract transition would impede any progress on the existing work assignments. ERG has the required infrastructure to sustain this effort without any duplication of effort. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting the aforementioned requirement must submit technical documentation to establish its assertion. This documentation must be submitted to Laconda Hart within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date for this modification to the existing contract is June 29, 2018.
