- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00604-18-Q-4042. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-98 and DFARS Publication Notice 20180530. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 485510 and the Small Business Standard is $15M. The proposed contract is a competitive, unrestricted action. The NAVSUP Fleet Logistics Center, Pearl Harbor requests quotations from qualified NAVSUP FLCPH Bus Service BPA sources capable of providing the following services which will result in a Firm Fixed Price (FFP) call. If qualified sources do not currently hold a Bus Service BPA with NAVSUP FLCPH, and are interested in submitting a quote, please contact the Bus Service BPA administer Contracting Specialist Erin Chapman at 808-473-7505 or by email: Erin.r.chapman1@navy.mil. CLIN 0001 “Bus Shuttle Services for USNS Carl Brashear QUANTITY AND UNIT OF ISSUE IS (1) GROUP “ POP 26 June 2018 “ 11 July 2018 The contractor(s) shall provide the required number of 55-passenger buses identified on attachment 1 for each hour and day. The required number of buses will continuously run between Lualualea NavMag (LLLNM) and Personnel Support Detachment Center (PSD) at Joint Base Pearl Harbor-Hickam (JBPHH). The buses will pick up US military personnel at the stop locations on LLNM and PSD. The first run of buses will begin at 0900 on 26 June 2018 with continuous runs as mentioned above. See attachment 1 for bus schedule. The final run for this service will leave LLNM at 2300 on 11 July 2018. The following attachments apply: ATTACHMENT 1: Bus Schedule ATTACHMENT 2: Bus Route Map ATTACHMENT 3: FAR Provision 52.212-3 with Alt I ATTACHMENT 4: Wage Determination WD 15-5689 Rev. 6 Period of Performance: Tuesday, 26 June 2018 “ Wednesday, 11 July 2018 Inspection: unless otherwise specified in the order, the contractor is responsible for the performance of all inspection requirements and quality control. Method of payment will be by Government Purchase Card (GPC). FAR 52.212-1 is applicable. Quoters are reminded to include a completed copy of FAR 52.212-3 Alt I with their quote submission. Failure to return FAR 52.212-3 Alt I may result in your quote being deemed unresponsive. 52.212-3 Reps and Certs Alt 1: If your annual representations and certifications are current in the System for Award Management (SAM) complete only paragraphs (b) (on page 4) by filling out N/A in paragraph b. Or provide a statement that your Reps and Certs in SAM are up to date. 52.212-2 Evaluation ”Commercial Items. (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: 1)Price; and 2)Technical Acceptability While price is a significant factor in the evaluation of quotes, the final contract award will be based on a combination of the lowest priced technically acceptable and availability. An award will be made to the lowest priced responsible quoter submitting a technically acceptable quote. To be considered technically acceptable, the quoters must quote on all required time slots and provide the required number of buses listed in the attachments of this solicitation. The Contracting Officer will rank quotes from lowest to highest price, and review the technical quotes of the three lowest priced quotes first. If the lowest priced quote is technically acceptable and can meet all of the bus requirements identified in attachments I and II, then award will be made to the lowest priced quote. In the event that none of the quotes received in response to the solicitation meet all of the requirements identified in attachments I and II, the quotes will then be evaluated by hourly rate and number of buses per hour. The Contractor(s) with the lowest hourly rate for a particular time slot will be awarded that slot or portion of the slot until the required number of buses is reached. If the required number of buses is still not reached, the Government will continue to evaluate the next lowest priced quote until all of its requirements are met. Thus, the Government may award more than one separate BPA calls to responsible quoters in response to this one solicitation. The Contractor shall provide an on island point-of-contact (POC) for coordination purposes. This announcement will close at 1600 HST on Wednesday, 20 June 2018. Questions shall be submitted no later than Tuesday, 19 June 2018 at 1100 HST. Questions received after this deadline will not be considered. All quotes shall include price(s), a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms.
