Description

This is NOT a solicitation. This is a Notice of Intent to Sole Source. The US Army Corps of Engineers (USACE), Portland District intends to award a sole source contract to Liebherr to install a new Tandem Axle Boom Dolly for the Willamette Valley Project at Fall Creek Dam. Successful completion of this project will allow the Liebherr LTM 1070 mobile crane to travel highways and roads without the need for additional permitting while using counterweights. Liebherr is the only company that can legally retrofit the crane and reprogram the proprietary computer systems onboard. The systems affected are the stability control, anti lock braking systems, hydraulic controls, and engine management systems. All of these systems contain intricate and complex programming that is encrypted by the manufacturer and attempts to access or modify any of these systems could have catastrophic safety implications. A solicitation will not be posted. The Government intends to proceed with this sole source action. Responsible sources may submit a capability statement to the Contracting Officer before the notice end date. If no affirmative written responses are received by the time the notice closes, an award will be made without further notice. Oral communications will not be accepted in response to this notice. The USACE is not responsible for any costs incurred by responding to this notice.
