Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 541380, Testing Laboratories, and the small business size standard is $15.0M. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Service Disabled Veteran Owned and Veteran Owned Small Businesses must be registered and verified in the Department of Veterans Affairs Vendor Information Pages (VIP) (See Internet Site https://www.vip.vetbiz.gov/). Brief Description of Services Contractor shall provide all tools, equipment, labor, supervision, transportation, project management, and materials to do the annual preventive maintenance, inspection, and testing on the all Automatic Transfer Switches (ATS) and Emergency Generator circuit breaker testing for the following VA Palo Alto Health Care System (VAPAHCS) facilities: Palo Alto, Menlo Park, Livermore divisions and Monterey, as listed in attachment A (ATS Log) and attachment B (Generator breakers). These attachments may not be 100% correct and a site walk is recommended to insure accuracy. (Site Walk information and Attachments will be made available when the solicitation is released.) Contractor Qualification Contractor Technicians performing the Preventative Maintenance (PM) work on the ATS shall provide training certificates from the manufacturer or an accredited qualified training institute. Contractor Technicians performing the Emergency Generator circuit breaker testing shall provide training certificates from the circuit breaker manufacturer or an accredited qualified training institute. Failure to provide this information to this response will disqualify the contractor from consideration. Contractor shall have technical training, track records and working experience in the preventative maintenance, inspection and testing of ATS and Emergency Generator circuit breaker testing in healthcare, industrial, educational and commercial facilities for a minimum of five (5) continuous years. Contractor shall have safety training either on-the-job or class-room type in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical and NFPA 70E Standard for Electrical Safety in the Workplace. Contractor s technicians/electricians shall have a valid electrical certification or journeyman card and have completed the Occupational Safety & Health Administration approved 10-hour construction safety training. Contractor s technicians/electricians shall be qualified per most current NETA-MTS for ATS: Zenith, Onan, and ASCO switches. Scope: Contractor shall be equipped with all necessary tools, equipment, work site safety equipment and protective safety barriers and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, PPE shall comply with the requirements outline in sections 6.1.1 through 6.1.15. Perform an annual Preventative maintenance inspection and testing of Automatic Transfer Switches for the entire VA Palo Alto Health Care System. Contractor will present submittals for review and approval of preventative maintenance inspection & testing, safety, and emergency power procedures. Submittals shall be done for all manufacture ATS types in facilities and have manufacture s recommended procedures. All recordings of testing information shall be on recorded on form NFPA 70B, Annex H, H.23 (or equivalent approved by VA Engineering staff) in addition to summary of work requirements. The divisions are located at the following locations, Palo Alto - CA, Menlo Park CA, Livermore CA, and Monterey - CA. Contractor to test all emergency generator circuit breakers in place using either primary or secondary injection methods, as per manufacture recommendation or section 6.1.1 if manufacture recommendations are not found.   Breakers shall not leave the campus for testing. Contractor will be responsible to provide and connect a portable generator while the generator circuit breakers are being tested when necessary. The portable generator shall be the same size as the station generator. Portable generator shall transfer building load within 10 secs or less. After connection of portable generator, a test will be conducted with COR or designate VA representative present. Document the as found conditions including cable torques and breaker trip settings. Coordination report shall be used to set breaker trip setting. Test all contacts with a low resistance ohmmeter. Test and document short term, long term instantaneous and short circuit functions and adjust to proper values, as per coordination report. Report any failed testing immediately to VA personnel (COR or Electrical Supervisor). Re-torque all cables and fasteners to recommended values and document as-left condition. Contractor shall perform testing of the Emergency Power Supply System after repairs or preventative maintenance testing, as per NFPA 110 and COR instructions. All of the NFPA 110 will be enforced including both the Automatic Transfer Switches and Generators. Contractor shall supply all equipment and labor to conduct testing of the Emergency Power Supply System. Contractor to place ATS units with a bypass function into the bypass position for servicing. If a utility failure occurs during the preventive maintenance work, the contractor Technician will be responsible to manually transfer the building to the available power source as soon as possible. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. (g) List of Projects (Government and Commercial) that are similar in scope and size. (h) Anticipated Teaming Arrangements (if any) (i) GSA Contract Number if applicable. (j) Copies of training certificates as identified above under Contractor Qualifications Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. The Government will use this information when determining its business type decision. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this Sources Sought announcement.           *Failure to provide the information requested above (items (a) (j)) will be considered non-responsive and will not be considered a viable source.
