Description
NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Dinamica Inc. dba Dynamax, 10808 Fallstone Road, Suite 350, Houston, TX 77099 using the procedures in FAR Part 13, and in reference to 41.U.S.C. 253(c)(1), to provide sixteen (16) MetPak Pro1723-DMX-1B Weather Stations for use by National Weather Service (NWS), National Data Buoy Center (NDBC). This procurement supports the deployment and maintenance of buoys in meeting the National Weather Service's mission to protect life and property by providing essential environmental observations used by the NWS warning systems, environmental models, short term forecasts, climate record, and feeds several NWS products. In addition, NDBC systems are intrinsic to the NWS' Weather-Ready Nation initiative by providing public and private sector users with real time observations needed to make fast and smart decisions needed to save lives and enhance commerce. The NDBC intends to purchase 16 Gill MetPak Pro all-in-one weather sensors as modified by Dynamax for NOAA. The all-in-one weather sensors are the primary weather sensors for the new SCOOP marine weather observation system that is in the process of being commissioned for operational use in fiscal year 2018. During the initial development of the SCOOP system all commercially available all-in-one weather sensors were evaluated for use. After completion of laboratory testing and a yearlong deployment at sea all sensors failed to meet NDBC requirements for data and marine survivability as initially purchased. As a result NDBC began working with vendors whose sensors with modifications could possibly meet NDBC requirements. Currently the Gill MetPak Pro 1723-DMX-1B as modified by Dynamax is the only all-in-one sensor currently available that meets the NDBC requirements for data and marine survivability for SCOOP marine weather observation systems being commissioned in fiscal year 2018. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334519, Other Measuring and Controlling Device Manufacturing with a business size standard of 500 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a quotation which shall be considered by the agency. A Sole Source, 100% Small Business Set-Aside Combine Synopsis/Solicitation is attached and will remain open for 15 calendar days. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Wendy.Culbreth@noaa.gov no later than the due date for quotes listed on the solicitation when posted.
