This announcement constitutes the only solicitation quotations are being requested, and a written solicitation document will not be issued. This is a Service Disabled Small Business Set-Aside. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97. The associated North American Industrial Classification System (NAICS) code for this procurement is 337127, with a small business size standard of 500 employees. The VA Central California Health Care System, 2615 E. Clinton Avenue, Fresno, California is seeking to purchase furniture for their Community Living Center. Only electronic offers will be accepted. Offers are due to Katherine.Fairley@va.gov by Thursday, June 21, 2018, 2:00 pm. Pacific Time. STATEMENT OF WORK VA Central Healthcare System, Fresno CLC Expansion 1. Introduction A new Community Living Center activation is being conducted in Fresno which is part of VA Central California Healthcare System (VACCHCS), 2615 E. Clinton Ave., Fresno, CA 93703. As part of the ongoing VA initiative to improve patient centered care through a healing environment, VACCHCS is focused on updating patient care areas to incorporate that principle. In efforts to refresh the aesthetics and functionality of the CLC, the areas should be patient centered focused. 2. Scope of Work The scope of work includes: the quotation, manufacturing, delivery and of furniture and ancillary furniture items that are approved by the VACCHCS, Fresno Interior Designer. The project consists of but is not limited to patient bedroom furniture, seating, and ancillary items to support the outfitting of the newly constructed space. Finishes/ fabrics already selected for this project shall be taken into consideration when selecting the additional items in this contract. Vendor/ contractor shall address the needs of patient populations, such as the elderly, spinal cord injuries, Behavioral Health, and Post Traumatic Stress Disorder, etc. 3. Work Requirements Vendor/contractor shall collaborate with VA interior designer on selection of items for this contract. Finishes and Fabrics will be brand name or equal match. Items selected shall be commercial grade to meet design intent and shall be fabrics/ finishes that can be wiped down/bleachable, moisture barrier. 4. Delivery Items ordered for this project shall be received by the VACCHCS, Fresno warehouse loading dock for accountability purposes and then unloaded at delivery site. VA shall provide warehouse access for all deliveries during warehouse hours. Vendor/contractor supervisor shall communicate with VACCHCS, Fresno warehouse for all deliveries. It is the responsibility of the vendor/contractor to get items from the VACCHCS, Fresno warehouse, to unloading area. Vendor/contractor shall provide all materials, labor, tools, equipment, transportation, expertise, supervision, and administration for all work requested by the VACCHCS, Fresno. 5. Period of Performance Delivery Hours are: Monday-Friday 0830-1600, excluding government holidays listed below. Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, New Year s Day, Martin Luther King Day, Presidents Day 6. Deliverables Vendor/contractor shall provide a furniture schedule with images of items selected for this project and will include manufacturer s literature and data; showing details of construction and hardware for furniture and fabric. Items selected shall be commercial grade in order to meet design intent and shall be fabrics/ finishes that can be wiped down or has a moisture barrier. 7. Waste All debris shall be removed from the VACCHCS, Fresno property daily and recycled and/or legally disposed of by vendor off site. 8. Security Vendor/contractor shall require each employee carry a valid government issued ID (ex. current driver s license) to provide to the VA Police Dispatch. Police Dispatch will issue a badge that is required for VACCHCS, Fresno access for the duration of project install. Badges are to be returned to police dispatch at the completion of project install. 9. Special Consideration Floor will be activated; delivery must occur 7/31/2018 10. Smoking Policy Smoking on government property is strictly prohibited. Contractor/ vendor shall use the smoking structure located in Parking Lot C, or smoke in outside designated areas at least 50ft away from all buildings. 11. Public/Traffic Regulations The vendor/contractor shall not park on grassy areas unless approved by the COR. Drivers must be particularly concerned with pedestrian traffic. Yield to pedestrians in crosswalks. Posted speed limits and all other traffic controls are to be observed by operators always. Seat belt use is mandatory on the VACCHCS grounds. Vendor/contractor will park in areas not designated as patient parking. 12. Warranty Warranty for furniture shall be for a period of 10 years for commercial applications for 24/7 usage, except for fabric coverings. Warranty for all other items shall be for at least 3 years. FAR 52.212-2, EVALUATION COMMERCIAL ITEMS (OCT 2014) (a) The Government will award an order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical: The vendor s quote must meet the Salient Characteristics listed within the price-cost schedule of the solicitation for all items. A vendor must be determined technically acceptable in these factors in order to be considered for award. Technically acceptable is considered meeting the salient characteristics listed within the price-cost schedule of the solicitation. The technical ratings are defined as follows: Acceptable: Quote clearly meets the salient characteristics listed within the price-cost schedule of the solicitation. Unacceptable: Quote does not clearly meet the salient characteristics listed within the price-cost schedule of the solicitation. 2. Price: The government will evaluate price by adding the total amount of all the requested items. Vendors are encouraged to submit their quotes with the most advantageous pricing and discounts. The Government intends to award resulting from this solicitation to the lowest priced technically acceptable (LPTA) vendor quote. A quote including the brand name products listed in Price-Cost Schedule is determined technically acceptable by meeting the salient characteristics. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party.
