- THIS IS A PRESOLICIATION NOTICE A REQUEST FOR PROPOSAL WILL BE POSTED ON OR ABOUT May 16, 2018 Asbestos Abatement - Bldg. 4, Denver, CO 36C25918R0520 The Denver Veteran Affairs Medical Center (VAMC) in Denver, Colorado has a requirement to remove asbestos containing materials. The contractors will removal asbestos containing materials to include: OBJECTIVE: Contractor shall supply all tools, labor, material, equipment and supervision required to abate asbestos containing materials and lead based paint as discovered in the Site Assessment for Asbestos report for Building 4 at the Denver VA Medical Center. Contractor shall follow all VA policies, drawings, infection control requirements, and specifications to complete the work per contract documents. The contractor will be responsible for providing Hours of work will be Monday through Friday, from 7a to 4p. If alternate hours are desired by the contractor, Contractor and COTR to agree on work schedule prior to commencement of work. B. Work to be included by contractor: Contractor shall follow all Colorado Department of Public Health and Environment (CDPHE), OSHA and EPA regulations before, during and after asbestos cleanup activities. All contractors involved with the clean-up and those who enter the work area must be a Colorado certified asbestos abatement worker. Abatement must be performed within full containment. Prior to commencement of work, a containment must be erected following CDPHE and Federal criteria to include proper decontamination units, negative air, monometer and proper signage. In addition to asbestos requirements there may be additional Infection control measures included if VA Infection Control Officers deem necessary. 3. Negative pressure utilizing HEPA exhaust air movers will be exhausted to the outside via windows. 4. Once the work area is under negative pressure and all containment requirements are met, a pre-commencement visual inspection must be conducted by the VA. 5. Remove and dispose of approximately 2lf of asbestos containing thermal systems insulation as specified in the Site Assessment for Asbestos, Building 4 report. 6. Remove and dispose of approximately 2,800sf of asbestos contaminated ceiling tiles. Ceiling tiles must be disposed as asbestos waste. 7. Remove and dispose of asbestos containing soils from pipe basement over an approximate 2,150sf area in accordance to ACM soil removal specifications. 8. Remove and dispose of all Lead Based Paint found on door frames, window sills, walls, handrails, painted plaster, etc. as specified in the Site Assessment for Asbestos, Building 4 report. 9. Following a thorough cleaning using wet methods, the area will be HEPA vacuumed to ensure all remaining asbestos dust and debris are removed. Areas of electrical concern such as raceways, panels and other electrical controls will be HEPA vacuumed only to avoid potential electric shock. 10. All waste collected will be properly labeled and disposed of in an asbestos approved landfill and a copy of the signed manifest will be sent to the VA COTR. 11. Following a thorough cleaning, the VA industrial hygienist and the VA contracted 3rd party asbestos air monitoring firm will conduct a final visual inspection. 12. If unfavorable air samples and/or micro-dust samples are identified, the work area will be re-cleaned following the above scope of work. 13. All contractors and entrants to the asbestos abatement contained area must use proper personal protective equipment required for asbestos abatement and cleanup procedures. Asbestos workers must remove all contaminated clothing when exiting the containment. 14. Provide proper work area signage and asbestos warning signs which provides all entrants knowledge of the work hazards within the area. 15. After the work has been accepted, the critical barriers and all other containment materials will be removed. All work will be accomplished on the Denver VA Medical Center campus as indicated in the plans, specifications, and drawings under project number 554-18-218. The NAICS code for this procurement is 236220 with a small business size standard of $36.5M. The magnitude of this project is between $100,000 and $250,000. This project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses, as stated below. The POC for this project will be Josiah Benton. Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises prior to contract award. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz prior to contract award will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so. 852.219-10 VA NOTICE OF TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (DEC 2009) (a) Definition. For the Department of Veterans Affairs, Service-disabled veteran-owned small business concern : (1) Means a small business concern: (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans (or eligible surviving spouses); (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). (b) General. (1) Offers are solicited only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered. (2) Any award resulting from this solicitation shall be made to a service-disabled veteran-owned small business concern. (c) Agreement. A service-disabled veteran owned small business concern agrees that in the performance of the contract, in the case of a contract for: (1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns; (2) Supplies (other than acquisition from a non-manufacturer of the supplies), at least 50 percent of the cost of manufacturing, excluding the cost of materials, will be performed by the concern or other eligible service-disabled veteran-owned small business concerns; (3) General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern s employees or the employees of other eligible service-disabled veteran-owned small business concerns; or (4) Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern s employees or the employees of other eligible service-disabled veteran-owned small business concerns. (d) A joint venture may be considered a service-disabled veteran owned small business concern if (1) At least one member of the joint venture is a service-disabled veteran-owned small business concern, and makes the following representations: That it is a service-disabled veteran-owned small business concern, and that it is a small business concern under the North American Industry Classification Systems (NAICS) code assigned to the procurement; (2) Each other concern is small under the size standard corresponding to the NAICS code assigned to the procurement; and (3) The joint venture meets the requirements of paragraph 7 of the explanation of Affiliates in 19.101 of the Federal Acquisition Regulation. (4) The joint venture meets the requirements of 13 CFR 125.15(b). (e) Any service-disabled veteran-owned small business concern (non-manufacturer) must meet the requirements in 19.102(f) of the Federal Acquisition Regulation to receive a benefit under this program.
