Description
The VISN 2 Department of Veteran Affairs Medical Center, has an anticipated requirement for services to conduct a research project for Bone Sample Mouse Transgenic & in Vivo Imaging Services as outlined in the attached Performance Work Statement (PWS). The Department of Veterans Affairs Network Contracting Office (NCO) 2 is conducting a market survey in search of responsible sources in order to determine the acquisition strategy for this potential procurement. The North American Industry Classification Systems (NAICS) Code for this requirement is 541720 Research and Development in the Social Sciences and Humanities. The Small Business Administration (SBA) size standard for this NAICS Code is $20.5 million. Interested parties are advised that in keeping with the Veterans First Contracting program under 38 U.S.C. 8127-8128, as implemented under VA Acquisition Regulation (VAAR) subpart 819.70 and VA Procurement Policy Memorandum 2016-05 Implementation of the Veterans First Contracting Program, if the Contracting Officer has a reasonable expectation that two or more small business concerns owned and controlled by Service-disabled veteran-owned small business (SDVOSB) concerns are capable of meeting the requirement for a fair and reasonable price that offers the best value to the United States, the requirement will be set-aside for SDVOSB concerns. If an SDVOSB set-aside is not appropriate, the requirement will be evaluated to determine whether a Veteran Owned Small Business (VOSB) set-aside is appropriate.   The term SDVOSB / VOSB under the Veterans First Contracting program has the same meaning as defined in FAR subpart 2.101, except for acquisitions authorized by 38 U.S.C. 8127 and 8128 for the Veterans First Contracting Program SDVOSB and VOSB concerns must be listed as verified in the Vendor Information Pages (VIP) database at https://www.vip.vetbiz.gov in addition to meeting the NAICS code small business size standard to be eligible for award under Veterans First Contracting Program set-asides.   If capability packages are received from at least two (2) capable small business firms that meet the NAICS code small business size standard - in the following order of preference - this requirement will be set aside accordingly: 1. SDVOSB 2. VOSB 3. Other capable small business firms Eligible parties are required to provide the following capability information to the Contract Specialist, Mr. Harrison (Clifford.Harrison@va.gov)   - Professional Qualifications necessary for the satisfactory performance of the required services outlined in the attached SOW - Capability to accomplish the work in the required timeframe - Minimal three (3) references with a description of work completed for a Government agency or private industry of equivalent complexity to the required services. No telephone inquiries will be accepted. Please review the attached SOW, compile all questions or requests for information (RFI s) in one (1) email and submit to Clifford.Harrison@va.gov Responses to this notice will be used by the Government to make appropriate acquisition decisions. If your firm is a Service-Disabled Veteran Owned, you must be VERIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM), formerly CCR (see internet site: http://www.sam.gov). PERFORMANCE WORK STATEMENT Background: Determining changes in bone structure is an important analysis to understand diseases causing bone loss and develop right treatment. Analysis of bone structure is performed on bone samples isolated from animals using a device called micro-computed tomography (micro-CT) scanner. In this regard, we need to evaluate the changes that occur in the skeleton of animals that suffer from diseases that cause bone loss. In some additional experiments, the same evaluation measurement will be done on bones from animals that will be treated with therapeutic agents to reduce bone loss. This analysis service contract will, therefore, be used to scan mouse or rat bones from our studies and measure the differences in bone structure between normal (control) and animals that suffer from bone loss. There are currently three VA-approved research studies that will utilize this service contract; one is entitled PTH and related molecules for understanding and treating diseases of bone loss and the study research protocol # is TAW-16-013, a second entitled Bone anabolic approach for treatment of bone loss in spinal cord injury and its protocol # is TAW-15-021, and a third entitled Role of T cells in bone loss after spinal cord injury and the study research protocol # is TAW-16-062. Also any future bone studies will also use this service after approval of the research protocol by VA. Objectives: The main contract goal and objective is to perform the above mentioned large scale analysis by a contractor facility that has the right equipment and experienced personnel, and that will be able to provide the results in a timely manner and at a competitive cost. The provided service results will be further graphically and statistically analyzed by the service requesting investigator (at JJP VA MC) to help understand why bone loss and subsequent fracture occur under certain conditions and to assess the effect of certain agents on preventing or reducing this bone loss. Performance Period: The studies of diseases of bone loss by the investigator are long term ones. Therefore, the initial period of performance will be from contract award date (base year) through 9/30/2018 with four (4) option years thereafter because we anticipate that it will continue (at least 5 years) for as long as the projects are approved. Place of Performance: Performance will be at the Contractor s facility. Scope of Work or Tasks: The service will be performed as described on the contractor s web site. The contactor will perform project setup, bone scanning and imaging, email images and excel sheet reports to requesting investigator, and ship samples back to the requesting investigator s laboratory at JJP VA MC. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI): This contract service is performed entirely by and on the contractor s site. No Government-furnished property is provided to the contractor during performance of this service. Security Considerations: No security considerations have been identified that may be associated with this contract performance. C&A requirements do not apply, and therefore, a Security Accreditation Package is not required Travel: Samples will be shipped in vials containing 70% ethanol to the contractor s site. Appropriate instructions for labeling, packaging, and sample shipping will be followed. Special Material Requirements: No special materials are needed other than appropriate packaging for sample shipping in 70% ethanol which will be on our end.
