Description
Virginia Contracting Activity (VACA) is publishing this Request for Information/Sources Sought Notice in accordance with FAR 6.302-1, Only One responsible Source and no other services will satisfy Agency Requirements. VACA intends to issue a short term (6 - 12 months) sole source modification to the current Directorate of Science & Technology (DS&T), Office of Space and Counterspace (SCS), Special Access Program Information Technology (SAP IT) support task order HHM402-13-D-0019/0001 with Booz Allen Hamilton (BAH), dated August 17, 2015. That order currently ends December 28, 2018. The proposed period of the modification is December 29, 2018 - June 28, 2019 (with a possible six month option). Due to the highly classified nature of the Statement of Work, this order cannot be released under the Freedom of Information Act. Simultaneously, VACA is planning to re-compete the current work as a task order with a one-year base period and four one-year options under the pending Helios indefinite delivery/indefinite quantity contract now in evaluation for which awards are planned in August 2018. The requirement consists of a complex integration of hardware, software and services that are critical to the organizational mission. The contract work is performed mainly in Reston, Virginia, with elements performed in other areas within the United States. Due to the complexity of the network, a three to six month transition period must be included in the re-competition milestones to allow for a new successful offeror. In the short-term, there are no other contractors with the capability to maintain security cleared staff and provide the level, breadth, and depth of support, and continuity of services required by VACA. This notification alerts all vendors to this planned action. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency. A determination by the Government not to compete this proposed contract action based upon responses will be considered solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether competition is viable. Responses to this notice should be submitted to the Contract Specialist, within 15 days from the date of this notice. No phone calls will be accepted in regards to this posting.
