- N00164-18-S-NB80 - SOURCES SOUGHT - MARINE LOCATION MARKER (MLM) MK 58 MOD 1 - FSC 1370 - NAICS 325998 Issue Date 15 JUN 2018 - Closing Date 29 JUN 2018 - 1400 EDT SPECIAL NOTICE - REQUEST FOR INFORMATION - The Government is issuing this RFI/Sources Sought as part of market research to determine if sources capable of satisfying the agency's requirements exist in accordance with FAR 10.001(a)(3)(i) and to determine the availability and technical capability of industry for the MARINE LOCATION MARKER (MLM) MK 58 MOD 1. Naval Surface Warfare Center (NSWC), Crane Division is interested in receiving information from suppliers for the supply of this item. The MARINE LOCATION MARKER (MLM) MK 58 MOD 1 is approximately 21.7" long by 4.94" in diameter. The MLMs weigh approximately 11.5 pounds. The center of gravity is approximately 7.93" from the base end of the MLM. The MLM contains a MK 72 MOD 1 WATER ACTIVATED BATTERY, MK 13 MOD 0 ELECTRIC SQUIB, two transfer fuses, and two Red Phosphorus candles which produce a yellow flame and white smoke. The required burn time is 40-60 minutes. This RFI is published to obtain information for use by NSWC Crane Division, for market research and planning purposes only; and is not a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. There is no bid package or solicitation document associated with this announcement. This RFI is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to current and near-term abilities. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. All interested parties are encouraged to submit company and product literature, a white paper no longer than 15 pages, and/or other pertinent information. Refer to the attached item specifications, ADL1305699D, Drawing Package, and OES-PRF-3027D. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information received in response to this notice that is marked proprietary will be handled accordingly. NSWC Crane makes no implied or in fact contracts by issuing this RFI. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the NSWC Crane's view of the information received. Do not send any material that requires a non-disclosure agreement or identify information that is business sensitive. Responses to this notice will not be returned.
