Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Obtain Vehicle Safety Communications and Media Services to Support Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, Historically Underutilized Business Zone Small Business (HUBZone SB), Service-Disabled-Veteran-Owned Small Business (SDVOSB), or Woman Owned Small Business (WOSB) concerns that may be interested in and capable of performing the work described herein to provide timely, efficient, effective and expert marketing, communication and advertising support to NHTSA, and its partners, in the management of its New Car Assessment Program (NCAP), Office of Defects Investigation (ODI), and automated vehicles communication efforts to enable the safety conscious consumer to make better purchasing decisions. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. NHTSA's outreach requirements necessitate contracting with an advertising agency with the ability to provide timely, efficient, effective and expert marketing, communication and advertising support to NHTSA, and its partners, in the management of its NCAP, ODI, and automated vehicles communication efforts, as well as other vehicle safety programs that include but are not limited to vehicle safety rating activities, theft prevention, fuel economy, tires, and advanced technologies programs. Additionally, the project may call for the development of communication materials targeting the Hispanic population to support these vehicle safety programs' communications campaigns. In 1979, NHTSA created the New Car Assessment Program (NCAP), NHTSA's most popular and successful vehicle safety consumer information program, to improve occupant safety by developing and implementing meaningful and timely comparative safety information that encourages manufacturers to design their vehicles to better protect occupants in a crash and be less susceptible to rollover, rather than by using regulatory directives. Since that time, the agency has improved the program by adding rating programs, providing information to consumers in a more user friendly format, and substantially increasing accessibility to the information via the web site, www.safercar.gov. The program has strongly influenced manufacturers to build vehicles that consistently achieve high ratings, thereby increasing the safety of vehicles. The NCAP office provides the focal point for the development, planning, and implementation of new crashworthiness programs designed to stimulate voluntary improvements in the area of occupant crash protection and occupant survivability. In 2010, the Government 5-Star Safety Ratings program improved its program to include a new rating system and recommendations for emerging advanced technologies beginning with model year 2011 vehicles. An overall vehicle rating and information on crash avoidance technologies, namely electronic stability control, lane departure warning systems and forward collision warning systems, enables the safety conscious consumer to make better purchasing decisions. Due to the dynamic nature of the market, consumers do not always have clear information on which active or passive safety technologies are beneficial to them and which are simply convenience features. In 2017, DOT issued Automated Driving Systems 2.0: A Vision for Safety, which are industry guidelines for autonomous vehicles. NHTSA is tasked with educating consumers about the various levels of automated vehicles and the technologies associated with them. With the lack of information in the public about these topics, the agency has to be prepared to inform consumers about the current state of technology and how it relates to automated vehicles as they are present in vehicles now, how they work within the driving public, and what is to come. This will ensure that future technologies will be more readily accepted by the public and consumers will be well educated. Objective: The objective of this project is to acquire integrated communications, media planning/buying, marketing, market research, advertising, public relations support, partnership development and event planning services to enhance NHTSA's vehicle safety programs through NHTSA's Office of Communications and Consumer Information (OCCI). This support will be used by NHTSA to promote its vehicle safety programs and messages; raise vehicle safety awareness; and increase interaction with NHTSA among targeted populations through the combination distribution of vehicle safety marketing materials and development of partnerships with the online automotive community and other vehicle safety outlets. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope described above, as well as the additional tasks and characteristics that follow: •· Develop strategic and tactical communications and marketing plans to support vehicle safety communications programs and campaigns; •· Develop and promote vehicle safety communications to reduce crashes, and the resulting injuries and deaths to the English and Spanish-speaking populations. Expertise needed includes the ability to conduct market research, understand the use of multimedia platforms that include traditional media and online communities; develop communication strategies and tactics, and develop collateral materials to support vehicle safety consumer information and education campaigns; •· Manage online media buys as appropriate to target audiences to promote vehicle safety messages; •· Manage and implement market and consumer research, both qualitative and quantitative, to enable NHTSA to effectively and efficiently reach out to vehicle consumers about vehicle safety issues and messages including vehicle safety ratings, vehicle safety defects and recalls, theft prevention, tire fuel efficiency, tire aging, tire maintenance, fuel economy, automated vehicles and other vehicle-related innovations as developed; •· Develop and manage paperwork and materials to support the Office of Management and Budget's (OMB) Paperwork Reduction Act (PRA) Information Collection Request(ICR) process for all consumer research projects; •· Develop and promote collateral materials including but not limited to digital and online materials, infographics, videos and advertisements, as stated in NHTSA-approved communication and marketing plans to support outreach plans for vehicle safety programs including ODI, NCAP, and automated vehicles, as well as other programs such as but not limited to vehicle safety ratings, theft prevention, fuel economy, and tire fuel efficiency and tire aging; •· Develop and update content to post on NHTSA's websites and for distribution through stakeholders' channels; •· "Refresh" existing advertisements and, when appropriate, develop new advertisements for program offices as needed; •· Provide technical assistance on developing new promotional opportunities and collaboration opportunities that includes the vehicle safety community as well as other consumer-related industries that have a shared interest in vehicle safety issues; •· Consult on maintaining and collaborating with existing stakeholders, including online automotive organization, and associations that market to consumers on vehicle safety issues; •· Provide management of events logistics as necessary to support vehicle safety programs; •· Conduct and/or participate in meetings and conference calls in support of basic program management activities and provide meeting/conference notes in a timely manner; •· Produce and submit reports that provide well organized and detailed analysis of national campaigns and demonstration activities; •· Adapt existing materials into culturally appropriate languages, and create new materials that positively resonate with targeted populations, and meet the guideline set forth by the American Translators Association. Format of Corporate Capabilities Statement: Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
