- The purpose of this amendment is to: - extend the solicitation closing time to 6/20/2018 - Upload Q/As 1) Why is LOC only considering the two identified preservation methods? For the scope of this solicitation, we determined to look at only two preservation methods to evaluate the validity of such a cost study. In the preservation field, there haven't been similar research projects looking at the cost effectiveness and comparison between the long-term preservation methods, such as reformatting versus conservation treatment versus binding versus housing. Another goal of this solicitation is to attempt to find a common point of reference between 2 different cost structures, one tied primarily to service costs on a contract and the other tied to primarily a capital expenditure, and understanding the costs of long-term care of the collections. 2) What is the history of success/failure with each of the identified preservation methods? Both of mass deacidification and environmentally- optimized storage have separate histories, developments and time frames. We would provide background information, such as a white paper and published resources, to the consultant to help them understand this question. The COR, special assistant to the preservation director, and the director for preservation. Additional staff from managers to staff who work on the mass deacification program, collections storage, and environmental controls program will also be available for interviews, to provide tours, and to ask questions as needed. 4) What is the calendar availability of the LOC staff that will support this project? Generally staff are available during or around normal business hours, Monday-Friday, 9-5 pm. Individual schedules may vary, but staff will make every effort to be available to the project consultants. 5) When will the LOC make the data available so that bidders can evaluate the time necessary to plan and execute the required analysis? Data will be made available as discussed in the solicitation, after the time of award. 6) What are the titles and locations of all the LOC staff who must be interviewed? Staff titles and names will be provided following the award and kickoff meeting, but will range from the program managers of the preservation programs and staff who work on the programs. The locations of staff are at the Library of Congress, Capitol Hill campus buildings, located at 101 Independence Ave SE, Washington, DC. 7) Will the LOC commit to a seven-day turnaround to deliver feedback on all required deliverables? If not a seven-day turnaround, what is the response time that the LOC will provide? Based on the deliverable schedule, LOC staff can commit to providing feedback within 7 business days.
