Description
Sole Source to SERDP Project WP18-1597 The U.S. Army Corps of Engineers (USACE) intends to award a sole source firm fixed price contract to Molekule, Inc. The purpose of this research is to develop a new generation of fire-fighting foam containing a mixture of metal carbonate NEIL and a long chain surface active ionic liquid (IL) as surfactants. No competition is being sought. Molekule, Inc. is the only responsible source that will satisfy agency requirements as the principal investigator from the originally selected proposal from Florida Polytechnic University (FPU) has moved to Molekule, Inc. The proposal was selected for its novel approach. The proposed effort is the result of the principal investigator's idea and is not a result of the university. Therefore, it is likely that award to any other source would result in substantial cost to the Government that is not expected to be recovered through competition. The period of performance is 12 months. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to NatureServe. Point of contact for this requirement is Ms. Lina K.
