- Sources Sought Synopsis with Contractor Capability Survey Sources Sought Synopsys Laboratory Intelligence Validated Emulator Test Systems Production with Verification and Validation, Threat Software Package Production Refresh, and Closed Loop Test and Evaluation Sustainment Support PURPOSE/DESCRIPTION We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for production and Intelligence Community (IC) verification and validation of Laboratory Intelligence Validated Emulator (LIVE) Test Systems, Threat Software Package Production Refresh, and Closed Loop Test and Evaluation (T&E) Sustainment Support for use by Electronic Warfare Avionics Integration Support Facility (EWAISF) Robins AFB, GA, other Department of Defense (DoD) agencies, and T&E facilities (Hardware-In-The-Loop, Installed System Test Laboratory, and Open Air Ranges). Our acquisition strategy is a multi-year contract (minimum of basic plus nine option years) to continue through FY28. The projected quantities will be an aggregate total of the LIVE hardware rack test systems configurations, the Within Engagement Electronic Warfare (WEEW) hardware rack test system configurations, and the Scalable EWAISF Radar Complex Emulator (SERCE) hardware rack test system configurations. The estimated LIVE/WEEW/SERCE quantities are in a range of 5 minimum and 70 maximum per year. Threat software package production refresh delivery shall be provided when new and/or additional IC verified and validated threat software package become available, currently estimated at four (4) per year. Closed loop T&E sustainment support is, as a minimum, to include: Sustaining engineering services (modifications and/or technology refresh of LIVE/WEEW/SERCE hardware, software, firmware); LIVE/WEEW/SERCE operator training; operators (up to 36 at five different locations at one time); system integration lab cart (SILC) training station; system training; software and development station(s) maintenance; system operation manuals; contractor logistics support (CLS) to include maintenance of hardware test stations as well as installation peculiar interface test adapters, installation instrumentation, spares, repair, data and configuration management, and parts obsolescence resolution; basic test equipment kit to support individual site operations; data capture/offload; test data report generation tools; on-call support; and an IC V&V artifact certificate for each LIVE/WEEW/SERCE serial number at each location as applicable. LIVE is a closed loop, low power, RF direct inject radar emulator used for time dynamic emulative high fidelity high priority threat systems closed loop test and evaluation of EW systems. The underlying threat representative model provides real time operation that can be tested, verified and validated by an IC as threat representative.
