- The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD) in support of the US Army Combat Readiness Center (USACRC) at Fort Rucker, Alabama intends to award a firm fixed price contract on a sole source basis to Vencore Systems and Solutions Inc., located at 4250 Pacific HWY STE 219, San Diego, CA 92110. This contract will be awarded under the authority as prescribed in 10 USC 2304 (c) (1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The U.S. Army Combat Readiness Center (USACRC) Digital Collection, Analysis and Integration (DCAI) Lab uses FlightViz and Flight Analyst software programs to develop accident animations of aircraft, unmanned aerial vehicles (UAV), and ground vehicles utilizing data from Digital Source Collection Devices (DSC). A DSC, like a flight data recorder on an aircraft, collects data during routine operations and also during accidents. The DCAI Lab uses the FlightViz and Flight Analyst software programs to develop accident animations from the data downloaded from the DSC. This contract will renew the annual maintenance and software support for FlightViz and Flight Analyst software programs. It will also develop and deliver new and upgraded cockpit models as well as terrain models. The FlightViz and Flight Analyst software programs, which are owned by Vencore Systems and Solutions Inc., have been customized to recreate images of actual cockpit instrument displays for several vehicles utilized by the Department of Defense. This is a follow-on contract and these software programs are the only programs capable of meeting USACRC's requirements. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, to the Army Contracting Command - Aberdeen Proving Ground CCAP-SCN, Natick Contracting Division via e-mail ONLY to richard.c.welsh2.civ@mail.mil, no later than 3:00 p.m. EST 29 June 2018. The U.S. Government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party.
