Description
Sources Sought Lake Shelbyville Gate Painting and Repair Contract This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested Contractors within the District area for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below. Contract is anticipated to be up to a three (3) year duration Construction Contract with specific performance periods in which work will take place based on lake elevations and flow constraints. Work associated with this requirement shall take place at the Lake Shelbyville Dam located in Shelbyville, IL. General Project Description Construction Contract The work covered by this contract consists of furnishing all plant, equipment, labor, operators, engineering services, supervision/site superintendent, supplies and materials necessary to satisfactorily perform tainter gate repairs and painting, stop log and lifting beam painting and seal repair, and service bridge painting and lead paint removal at the Lake Shelbyville Dam as specified and in accordance with the contract specifications. Contract Areas and Construction Limits: The primary contract areas are located on the Kaskaskia River at the Lake Shelbyville Dam located in Shelbyville, IL within the Illinois County of Shelby. Work Statement Work associated with this requirement includes, but is not limited to: nondestructive testing of specified welds on the three tainter gates; performing repairs to the three tainter gates, to include anode replacement, replacement of structural bolts, replacement of gate seals, and fabrication and replacement of knee braces; painting of the three tainter gates; use of cranes to place stop logs for access for gate painting and other access/support structures associated with the work; engineering design to demonstrate that loads to the service bridge from construction equipment will not damage the bridge; replacing rubber seals and seal bolts on the three tainter gates; painting and replacing seals and bolts on the stop logs; painting the stop log pickup beam; and performing lead paint removal and painting the service bridge main girders and crossbeams. Land based operations shall include disposal of materials at designated disposal sites. Order of work will be highly dependent on lake levels. The contractor shall monitor daily the lake levels so that work schedules can be adjusted accordingly. Contractor may be required to suspend and re-commence operations throughout the work duration if it becomes necessary to operate the current gate being worked on due to elevated lake levels. The other gates will be operated as necessary to pass flow. Required Trades: The contractor shall have the capabilities of supplying trades including, but not limited to laborers, operators, welders, iron workers, painters, boat operators, deckhands, and professional engineering services. Required Certifications. The painting contractor shall hold certification to SSPC QP 1, Standard Procedure for Evaluating Painting Contractors (Field Application to Complex Industrial Structures) and SSPC QP 2, Standard for Evaluating Painting Contractors (Removal of Hazardous Coatings from Industrial/Marine Structures). Painting inspectors shall hold SSPC Protective Coatings Inspector Level 2 or 3 certification. Personnel performing nondestructive testing shall be qualified to ASNT NDT Level II or III. Required Equipment: The contractor shall have the capabilities of supplying multiple pieces of equipment including, but not limited to, the types of equipment as described below for performance of work: • Cranes and flatbed trucks for moving and installing stop logs and other items as required for the work. • Plant as required for access to the tainter gates to perform work. Submission 1. Please provide examples of work, "indicating equipment utilized" that your company has performed in the areas listed below, if work was sub-contracted please annotate this. No more than (3) three projects in any area of work performed. Describe past work experience showing all or more than one of the areas listed that were performed under one contract. Areas of work involving characteristics that are similar to the types of work described herein: A. Painting of complex structures. Removal/containment of lead paint. Repair/fabrication of steel structures in accordance with bridge and/or hydraulic steel structure standards. B. Utilization of plant for access to various areas of the structure. 2.
