Description
This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The National Institute of Standards and Technology is seeking business sources for a construction requirement entitled: "Manholes, subsurface structures, and exterior utilities". The location is at Gaithersburg, Maryland (20899). This is scheduled to be issued as an IDIQ contract. Contractor would be responsible for constructing repairs to exterior utility systems (water, sewer, steam, chilled water, natural gas, electric, and compressed air). In addition, the contract would be for repairs to manholes, handholes, concrete duct banks, and storm/sewer piping. Cooling tower weir construction repairs are also included in the scope. Many of the utilities originate within the NIST operated central plant the generates steam and chilled water. NIST operates a utility system on land that is under 700 acres that distributes utilities to the various laboratories and administrative facilities. The purpose of this sources sought is to determine interest and capability of potential sources including large businesses, qualified 8(a) small businesses, Historically Underutilized Business Zone (HUBZONE) small businesses, Service Disabled Veteran Owned Small Businesses (SDVOSBs) and other small businesses relative to the North American Industry Classification code (NAICS) 237110 - Water and Sewer Line and Related Structures Construction. The Small Business size standard for this NAICS code is $36.5 million average annual revenue. To make an appropriate acquisition decision for this project, the Government may use responses to this source sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this source sought synopsis. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCE SOUGHT SYNOPSIS (1) Your intent to submit a proposal for this project when it is formally advertised (2) Name of firm with address, phone and point of contact. (3) CAGE Code, DUNS number or a copy of your registration in the System for Award Management Registration (SAM) (4) The category of business, such as large, small, 8(a), HUBZONE, or SDVOSB (5) Statement of Capability (SOC)stating technical, competence, past specialized experience, skills, knowledge, and equipment required to perform the specified type of work within the past 48 months for which your firm was the prime contractor. The SOC should be no more than three pages in length. Identify the following information as part of your SOC. (6) Identify your firm's experience modification rating (EMR), bonding capacity for individual contract awards and in aggregate. Ensure to include dates completed for (A) and (B). (A) Exterior utility contract that installed over 1,500 LF of ASME Power B31.1 (steam) piping that is at least 100 PSI (B) Exterior utility contract that installed chilled water lines that installed over 1,500 LF of chilled water supply and return piping. Minimum size of pipe shall be at least 4 inches. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. All capability statements shall be submitted via e-mail to maliaka.pinkney@nist.gov. Responses must be submitted not later than 1:00pm EST June 29, 2018. Responses shall be limited to 20 single sided pages excluding business information.
