Description
A. Background The General Services Administration (GSA) Commercial Solutions Opening (CSO) is a non- Federal Acquisition Regulation (FAR) based solicitation authority for acquiring innovative and commercial solutions. Section 880 of the National Defense Authorization Act (NDAA) for Fiscal Year 2017 (Pub. L. 114-328) authorized GSA to implement a pilot program to competitively procure innovative commercial items, technologies, and services using CSO procedures. CSO is new acquisition mechanism that provides a streamlined acquisition process and simplified contract terms that is designed to attract start-up companies and others who have not previously worked with U.S. Government. The GSA AAS EXPRESS innovation team is utilizing the CSO and seeking proposals for innovative, commercial items, technologies and services currently in the production/commercialization phase as well as adaptations of existing commercial products. GSA AAS EXPRESS will post solicitations for a specific project or technical area of interest when an opportunity is open. For purposes of this posting, “Innovative” is defined as follows: Any item that is— A new technology, process, or method as of the date of submission of a proposal; or A new application or adaptation of an existing technology, process, or method as of the date of submission of a proposal. Includes existing items within the production/commercialization phase (i.e. after design or development, and before widespread government adoption) as well as adaptations of existing commercial products. The CSO solicitation process will include a multi-phased solicitation and evaluation approach: Phase 1 – Submission of the Written Solution Brief, Phase 2 – Oral Presentation (if applicable), and Phase 3- Request for Proposal. The CSO is considered a competitive process, intended to ensure that competitive procedures are used to the maximum extent practicable. Interested parties are highly encouraged to visit the GSA AAS EXPRESS website http://aas.gsa.gov/express/ and register (sign up) for RSS feed (when available), to obtain more information regarding the CSO process and new opportunities. Specific projects and technical areas of interest will be posted via an open solicitation on the GSA AAS EXPRESS website and may be updated at any time. The GSA AAS EXPRESS website is: http://aas.gsa.gov/express/ Potential offerors are hereby advised of the following: Solicitation for solution briefs is not a guarantee that award and obligation of funds will be made. The costs incurred by companies in the preparation and submission of their solution briefs in response to solicitations will not be paid by the government and are not allowable as a direct charge to any government contract. B. Current Opportunities The following will be updated as GSA AAS EXPRESS CSO solicitations are available. The most up to date list of CSO opportunities from this office can be found by visiting http://aas.gsa.gov/express/ Marketplace solution for customer ordering The objectives of this project are to: Acquire and stand up an innovative, commercial, web-based marketplace solution for a DoD customer that will enable Government-user access to ordering from pre-established contracts with defined catalogs, and that will enable management of ordering workflows. The marketplace solution must: *Be secure, scalable, and standardized *Be able to accommodate modifications to the source code (for the term of the contract), and introduce modifications, features and functions that are developed on behalf of the Government *Be able to accommodate and host varying and complex contracts that may offer products, services, or bundles of offerings requiring configuration. *Be flexible and customizable to accommodate features, functions, and modifications introduced by the Government *Shall have role based access to marketplace ordering functions and data. Catalog and pricing data is viewable and/or editable based on role. Marketplace shall allow roles to be added / configured per Government requirements *Be able to operate on a Government-provided FISMA medium or higher cloud environment (i.e cloud.gov). *Be able to accommodate secure API(s) to allow for system data to be interfaced with other systems *Be able to display the variety of contract offerings in an intuitive, and visually appealing user interface, that allows stakeholders and users to quickly and easily navigate, search, and initiate orders within the platform *Be able to be provisioned and operational on a hosting platform within 30 days of award. *Be able to be fully operational and available for taking orders, within contractor’s proposed timeframe, but no later than 90 days after contract award Submissions are due no later than June 26 2018 at 11:00 AM ET Please visit http://aas.gsa.gov/express/ to review and download the solicitation.
