PDF of Seattle Central Business Area Map PDF of Pre-Solicitation GSA Public Buildings Service U.S. GOVERNMENT Pre-Solicitation 6WA0466 General Services Administration (GSA) seeks to lease the following space: State: Washington City: Seattle Delineated Area: Central Business Area (See Map) Minimum Sq. Ft. (ABOA): 109,000 Maximum Sq. Ft. (ABOA): 110,690 Space Type: Office Parking Spaces: 74 (Structured, Reserved, and Secured) Full Term: 15 years Firm Term: 10 years Additional Requirements: 1. Contiguous office space is required. 2. Although tenant's regular work hours are 7:00 AM to 6:00 PM, 24-hour access to the space, parking, and an elevator shall be available, 7 days a week, 365 days a year. 3. If the exterior skin of the building is not of substantial construction (i.e., concrete, concrete masonry unit, brick, etc.), the perimeter walls must be upgraded in accordance with the lease and related documents. 4. If the space and/or building are of wood joist construction, additional security requirements shall be required. 5. If the proposed building is located within 1,000 feet of any facilities identified by the Interagency Security Committee (ISC) as "hazardous materials transportation/storage facilities", the Government may reject the site in its discretion. Examples include, without limitation, fuel storage areas, gas stations, chemical manufacturing facilities, water purification centers, rail yards and railroad lines transporting hazardous materials. 6. Reserved parking shall be for the exclusive use of the Government. 7. Facilities with open/general public parking below the proposed building shall not be considered. 8. If the proposed site is within 1,000 feet of day care centers, senior centers, schools, hospitals and religious/ rehabilitation/ social service centers, the Government may reject the site in its discretion. 9. If the proposed site is within 1,000 feet of public defender offices, Immigration and Customs Enforcement, or Probation Offices, the Government may reject the site in its discretion. 10. Specialized Space: This space will be occupied by a law enforcement agency and will require specialized spaces, including, but not limited to (for example): interview rooms, weapons & ammunition storage, laboratories, evidence storage and processing, specialized communications. Action : Choose whether or not a fully serviced lease is required. Also choose 100 year floodplain unless requirement is identified by agency as a critical action. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. Action : for fbo postings, insert the following language only for potential sole source succeeding lease actions. Delete for procurement summary page. do not use for full and open procurements. note that any figures used for a cost benefit analysis (CBA) must be supportable. Consideration of “non-productive agency downtime” in a CBA should be rare. The U.S. Government currently occupies office and related space in a building under a lease in Seattle, WA, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. Action : For FBO postings, delete “offers due;” for procurement summary, keep “offers due” and delete “(estimated)” from dates.
