Page 1 of 2 Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, Bath VA Medical Center is currently conducting a market survey for qualified firms capable of providing an annual WiFi/ Guest Internet Access service to Veterans and Guests of the Western New York VA Medical System at the below locations. The contractor should be able to provide service for one to five years. The contractor should also be capable and certified in performing the installation of all components (hubs, data cables, fiber optics, etc.) in the waiting and common areas of various floors in both VA facilities. Knowledge in correcting competing wireless access points by using various channels, frequencies for 802.11 equipment is preferred. The ability to address RTLS device interference is preferred. Facility Addresses: Buffalo VA Medical Center 3495 Bailey Ave Buffalo, NY 14215 Batavia VA Medical Center 222 Richmond Ave Batavia, NY 14020 Technical Requirements The Contractor gaining award shall deliver the hardware, software and services necessary to provide public wireless guest internet access that meets the following requirements: The Contractor shall provide public wireless access points supporting wireless protocols of 802.11 b, 802.11 g, and 802.11 n. The Contractor shall perform a site visit to test for Radio Frequency (RF) interference and to identify optimum installation locations for access points. Contractor reviews FCC licensing for wireless medical technology systems (WMTS) registered with the Western New York VA Medical Center to ensure non-interference. This may include the analysis of building floor plans, inspection of the facility, and interviews with VA Information Technology (IT) management. The Contractor shall provide a site survey to include the effective range boundary and the minimum signal to noise ratio needed to support the wireless system. The VA will review the site survey with the ability to approve or reject prior to commencement of the project. The contractor will provide coverage maps of the system design and the installation design of the solution for each individual site. Each individual site design shall be based on the site survey conducted across all buildings and floors that are to receive wireless coverage. The Contractor shall collaborate with medical centers to prevent potential interference with medical center s wireless access. If there is conflict for wireless spectrum or physical space, the needs of the VA shall take precedence over guest access. Due to the potential for interference of the VGIA with the medical center wireless infrastructure install and/or upgrade, the access power output is recommended not to exceed 25 mW with a minimal number of APs in the coverage area. After installation, all power levels and non-overlapping channel choices shall remain static. The Contractor shall adhere to the standards outlined by the National Fire Protection Association (NFPA-101 Life Safety Code). Also note that the contractor may come into contact with VA sensitive data; and shall not use, store, and/or transmit the VA sensitive data IAW Federal Regulations. Additional Security, Reliability, Maintenance/Support, Installation, and Testing requirements will be required during future solicitation. The North American Industry Classification Systems (NAICS) is 541512. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/ socioeconomic status (service-disabled veteran owned small business, veteran owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 541512. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, examples of similar facilities for which you have provided services to, DUNS number, address, point of contact and social-economic category (ex: SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business). If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM), formerly CCR (see internet site: http://www.sam.gov).
