- The Security Assistance Training Management Organization (SATMO) has a requirement to provide basic evasive driving and emergency evacuation procedures as part of their SATTOC course. This training is provided to military, civilian, and contractor personnel prior to their deployment overseas in support of foreign governments throughout the world To conduct this training, SATMO is foreseeing the following requirements: 1. One classroom that will be used for instructional purposes and after action reviews. The minimum size of the room will accommodate 30 students with tables and chairs. The classroom is to be temperature controlled and be equipped with a projector and computer that is accessible for use by the instructors. 2. A multi-story building that is capable of being filled with fog/smoke. The building will need to have doors and windows that close securely in order to allow the build-up of fog/smoke for the fire evacuation training. The building also needs to have power to run the fog/smoke generators and noise making equipment (multiple outlets will work on the inside of the building). 3. A driving course with independent improved hard surface. The improved hard surface will require 50 feet of obstacle free terrain on each side which may be grass, sand, gravel or other type of terrain. It also needs to be free of surface damage and other debris at all times. The improved hard surface must be large enough to be able to accomplish all of the different driving scenarios at the same time without any interference of each other or other activities. Below are the five different improved hard surface roadway types that will be setup for the students to drive thru. a. Two (2) improved hard surface roadways 400ft in length by 75ft wide b. One (1) improved hard surface roadway 500ft in length by 40ft wide c. One (1) improved hard surface roadway 150ft in length by 40ft wide d. One (1) improved hard surface roadway 200ft in length by 75ft wide e. One (1) improved hard surface roadway 250ft in length by 40ft wide 4. Five (5) 2002 or newer midsize or larger sedan style cars that are drivable and in good working order with automatic transmissions. The transmission shifter must be in-between the front seats or attached to the steering column. Transmission shifters on the dashboard will not be acceptable. Replacement cars will need to be available at all times for the training to ensure five (5) cars are available. Vehicles will be supplied with a full tank of gas at the start of each training day. 5. The Government will provide the instructors required for these training course. The location of these facilities must be within 45 miles of Fort Bragg, NC. INTENT OF THIS RFI: To collect responses from offerors interested in providing an area for the evasive driver and emergency evacuation training. Capability statements will not be utilized for any purpose other than market research. The Government requests that all interested parties submit a response (not to exceed 6 pages) that provides concepts to fulfill the needs described, past experience in similar efforts, a rough order of magnitude (ROM), and a description of how your Facility will be able to meet all of the needs to support this training. ACQUISITION APPROACH: The Government is currently developing an acquisition strategy to provide evasive driver and emergency evacuation training to support the pre-deployment training for SATMO. As the North American Industry Classification System (NAICS) has not yet been confirmed, it is anticipated that requirements may be fulfilled via full and open competition or small business set-aside. The Government anticipates award on a lowest priced technically acceptable basis. The contract type for this effort has not yet been determined. QUANTITIES: Currently up to Sixteen (16) one (1) day events per year are anticipated for a base one (1) year period with two (2) option years. ESTIMATED DOLLAR VALUE: TBD RESPONSES REQUESTED: Firms interested in this potential procurement must provide their capability statement via email no later than 3:00pm Eastern Standard Time (EST) on 19 June 2018 to SFC Larin Harris, Contract Specialist, larin.s.harris.mil@mail.mil or the alternate; Mr Craig Cunningham, Contracting Officer, craig.h.cunningham.civ@mail.mil. Contractors are requested to provide a response not to exceed six (6) pages, including the cover sheet. Your email submittal must be in a compatible MS Word/MS Project version with a PDF copy provided to each POC. As the NAICS code has not yet been confirmed, please identify your Business Size Standard and, if applicable, socio-economic category. Responses should include the following pieces of information at a minimum: 1. Concept to fulfill the needs described 2. Past experience in similar efforts 3. ROM to complete this effort 4. Description of how you would approach the effort. The Capability package must be clear, concise, complete and shall also include (in additional to the technical aspects), at a minimum; a. Identify their organization's name, address, telephone number, and point of contact (also with title, phone, fax, and email) on packaging and title pages (The organization name should appear clearly on every page of your submittal and proprietary information must also be clearly marked.); b. Organization Size/ownership of business, i.e. large, small, small disadvantaged, 8(a), Disabled-Veteran, Veteran, Women-owned Business, and Hub-zone; c. Cage Code, DUNS# and Tax ID# (TIN#). Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for providing access to their facility, with two buildings, a multiple road driving courses and sedan style cars. The capability statement should contain sufficient detail for the Government to make an informed decision regarding your capabilities. Additionally, should Contractors have questions with regard to the subject effort, it is requested that these questions be submitted in writing to the Contract Specialist, SFC Larin Harris, larin.s.harris.mil@mail.mil or the alternate Mr. Craig Cunningham, craig.h.cunningham.civ@mail.mil before 3:00 EST on 5 June 2018.
