- DJG136 - Request for Information - KE Defeat Capabilities Request for Information (RFI) for Kinetic Energy (KE) Defeat Capability to Support Product Manager Vehicle Protection Systems (PdM VPS) The purpose of this RFI is to determine the available solutions and concepts with the ability to degrade, disrupt and/or defeat large caliber, long rod KE penetrators that meet the description within this RFI. The United States Government (USG) is looking for responses from vendors that possess technologies or concepts to defeat these types of KE penetrators. Information provided by vendor(s) will be protected in accordance with the document markings. In accordance with Federal Acquisition Regulation (FAR) 15.201 (e), responses to this notice are not an offer and cannot be accepted by the USG to form a binding contract. Per FAR 52.215-3, Request for Information or Solicitation for Planning Purposes: (a) The USG does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. (b) Although "proposal" and "offeror" are used in this RFI, vendor response will be treated as information only. It shall not be used as a proposal. (c) This RFI is for planning and market research purposes only and should not be considered as a request for proposal or as a solicitation to do business with the USG. KE Defeat Project Overview The USG is requesting information on solutions, or concepts, to degrade, disrupt and/or defeat incoming large caliber, long rod KE penetrators. The USG will review all responses to this RFI and will determine the feasibility of conducting a KE Defeat vendor demonstration in 1QFY19. If the USG determines there are viable solutions, the USG may conduct a ballistic demonstration of vendor proposed solutions. For planning purposes, the USG's expectations is that the vendor will provide their demonstration asset and range safety documentation; the USG will provide access to and funding for the test facility, range support, threat munitions, test equipment and measurement devices. If the determination to conduct ballistic demonstration is made, the USG will provide additional information. Qualified vendors will be required to pay for all of their KE protection equipment and vendor demonstration support personnel. If the USG conducts the ballistic demonstration of vendor proposed solutions and a vendor demonstrates a viable solution, the USG may establish a contracting mechanism or other legally binding instrument to further develop and/or evaluate the viable solution(s). Any proprietary information must be identified. To be reviewed, the statement "Releasable to USG Agencies and their supporting Contractors for Review Only" must accompany any proprietary submission. The USG reserves the right to request further clarification to enhance understanding of the respondent's submittal. Interested offerors are requested to respond no later than 16 July 2018. 1. Brief description of your company capabilities and the nature of the goods and/or services you provide. 2. Description of your knowledge and experience with degrading, disrupting and/or defeating large caliber, long rod KE penetrators. 3. Description of your proposed technology/concept solution, to include a technical description of components; size, weight, power and cooling (SWAP-C); and maturity. 4. Description of your test set up for test approach and available range safety documentation. 5. Description of Government Furnished Equipment/Information (GFE/GFI) that would be required to test your technology. 6. Provide threat defeat capabilities or listing of other applicable threat performance and supporting test data (if any), to include non-KE threats. 7. Description of any risks and mitigation steps associated with your proposed solution. 8. Name of proposed sub-vendors, if any. 9. Description of the expected performance and effectiveness of proposed solution. 10. Provide a Rough Order of Magnitude (ROM) of the development cost for the solution in its current state (if available). 11. Provide estimated cost for the Technical Data Package (TDP) for the proposed solution (if available). 12. Provide test results (if available). Describe how you addressed deficiencies based upon the provided test results. 13. Provide any other relevant information about the proposed solution that may be beneficial to the USG.
