- The Department of Veterans Affairs, Network Contracting Office 10, 24 Frank Lloyd Wright Drive, Lobby M, Suite 2200, Ann Arbor, MI 48105, intends to solicit offers for 4-30ea. ventilators to be delivered FOB Destination to the Richard L. Roudebush VA Medical Center, 1481 West 10th St., Indianapolis, IN 46202. A two (2) year Firm Fixed Price (FFP) IDIQ contract is anticipated with a contract minimum quantity of 4ea. and a contract maximum of 30ea. This is an unrestricted procurement that will be conducted using FAR part 13.5 procedures. NAICS code: 339112, small business size standard is 1000 employees. The basis of award will be LPTA. The solicitation will be made available on or about 6/19/2018. The contract requirements are anticipated to be: 1. Background. VA Indianapolis respiratory therapy department has aging Medtronic 840 ventilators that need to be replaced/upgraded to new ventilators with the latest technology that have at least 5-7 years of life cycle remaining 2. Scope. This contract shall replace 6ea. Medtronic 840 existing ventilators within 60 days ARO and replace the remaining 20-24ea. ventilators as they become un-supportable and funding becomes available between the date of contract award and two years later. Contract Minimum: 4ea., Contract maximum: 30ea. 3. Contractor Tasks. The contractor shall provide all necessary labor, parts, transportation and equipment needed for installation of the replacement ventilators (ventilators shall meet all of the minimum requirements in paragraph 4). Contractor shall ship, unbox, assemble and test the ventilators, remove debris and packing material to a place designated by the facility staff. The contractor on site personnel shall coordinate the inventory, unbox and assembly of the ventialtors at a work site specified with the Biomedical Engineers at VA Indianapolis. The contractor on site personnel shall coordinate the training and go live with the clinical and biomedical staff providing a minimum of 3 days of clinical training onsite. After productive use of the new ventilators, the sales representative shall arrange the pickup of the trade-in machines and initiate the start of the warranty for the replacement ventilators. 4. Ventilator Minimum requirements: Replacement ventilators shall meet all of the following minimum requirements to be considered for award: A minimum of 6 years left in their useful life cycle. No external flow sensor. No ventilation of expired gases from the patient into the atmosphere. No circuits and valves (accessories) that are proprietary to the ventilator manufacturer. The ventilator shall have stand-by mode, which is a feature that will allow the therapist to input settings and be able to keep the ventilator turned on, while the patient is absent. Once the patient is connected the ventilator will automatically start operating at the preserved settings. Easy navigation through different modes of ventilation. Minimal steps to accomplish an adjustment. No requirement for ventilator parts to be autoclaved or submerged for cleaning. Safety features that support patient breathing during system failures. Small foot print. Battery back-up in case of power outages. Technical assistance available telephonically 24/7.
