- Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intents to require, on a sole source basis, a brand name requirement for the Hirsch Electronics, Red Hawk Fire and Security Company. A Hirsh Electronics, Red Hawk Fire and Security Company, Electronic security installation requirements for Hirsch Electronics Security Card Access System is the sole manufacturer and Red Hawk is the local representative and ExacqVision Video Management System (VMS) Solutions, ExacqVision Software and Hardware Systems are proposed to be furnished and installed. The system provides security to the complex and is connected directly to monitors in the Police headquarters. The nodes of the system are in controlled spaces throughout the facility. Access to the spaces is strictly controlled to assure the security of this system and the other critical Information Systems in these spaces. The system is an essential part of assuring Safety and Security of patients and staff at the Medical Center with monitoring capabilities. The project will include security card access and video monitoring installation that is an extension of the existing campus-wide system. Any products to be used on the existing security card access and video monitoring must be the existing system's products in order to ensure system compatibility and to maintain manufacturer's warranty; other manufacturer's components may not operate properly or operate at all on the existing system. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced product. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice will be considered by the Government. A determination by the Government to require the brand name for VA Boston Healthcare System procurements based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate manufacturers.
