Y - Construction of structures and facilities (2) Subject. ARP Facilities/Quick Fix Multi-Year (3) Description. USDA FS will award a multi-award Blanket Purchase Agreement (BPA) for a facilities maintenance program that can support all Government facilities throughout the Forests and Grasslands. The intent of the Facilities Maintenance program, also known as the Quick Fix Program is to establish an agreement of unknown, un-predetermined work for minor construction and facility maintenance services for government owned properties. The Government anticipates awarding this program under a multi-awarded Blanket Purchase Agreement (BPA) for a potential maximum of five years (base period plus four optional years). This opportunity can use the support of up to five (5) contractors (equates a maximum of one (1) contractor per district and the Grasslands). (4) Synopsis Period. 7 May 2018 through 22 May 2018 (5) Contracting Office Address. 2150 Centre Avenue, Bldg. E Fort Collins, CO 80526 (6) Product or Service Code. Total Small Business (9) Proposed Solicitation Number. 1282AT18R0010 (10) Proposed Solicitation Period. Solicitation period anticipated from 10 May 2018 - 21 June 2018. All solicitation documents will be posted to FBO under the solicitation number at item 9. The actual due date will be shown in the solicitation. This period "proposed." (11) Site Visit. See item 12. (12) Pre-proposal Conference. A pre-proposal meeting will be held. The current date, time and location is reflected in Section 9 of the BPA solicitation. Photos of the sites will be provided at the meetings for actual call projects. Site visits may be offered but interested contractors are cautioned that future projects and sites are currently unknown and cannot be pre-determined. (13) Contact Point or Contracting Officer. This is a Forest Wide work project that includes all ARP Ranger Districts. Locations are numerous. The applicable counties include: Boulder, Clear Creek, Gilpin, Grand, Larimer and Weld. (15) Contract Type: Basic Purchasing Agreement (BPA). All associated BPA calls will be Firm Fixed Price (FFP). (16) Contract Award Period of Performance. The anticipated period of performance includes a base period and four (4) option years. The base period anticipated is award through 31 December 2018. The optional periods will run 1 January through 31 December of every year following. An option year is not guaranteed. Funding will be based on BPA Call order requirements and are always subject to funding availability. (17) Contract Award Date. On or about 29 June 2018 (18) Contract Award Dollar Amount. It is anticipated that the range price of this contract will be (FAR 36.204): Between $250,000.00 and $500,000.00. This magnitude considers the following: Timeline (Base period plus 4 option years). Bonding is not required for the parent BPA and is not anticipated as required for the BPA calls. (19) Contractor. TBD following evaluation of competitive proposals. Maximum of five (5) contractors will be selected for this multi-award BPA. Contractor must have active registration in SAM IAW FAR 52.204-7. To register, go to https://www.sam.gov/portal/SAM/#1. (20) Additional Information. (20.i) Solicitation 1282AT18R0010. This solicitation or the projected call orders are not meant to replace any existing contracts currently supporting the ARP at this time. Contractors with existing awards for specific work are still welcome and encouraged to bid on this project. (20.ii) Bonding. Bonding is not required for this agreement and is not anticipated for an future calls under this agreement. (20.iii) Cutoff for Questions and Answers. The cutoff for questions pertaining to this solicitation is Tuesday, 19 June 2018 NLT 1300 MT. Questions must be submitted via email to klenisewallace@fs.fed.us and sjwood@fs.fed.us.
